This is highly responsible technical and operational supervisory work involving the daily management, operation, and maintenance of the City of Tampa’s broadcast services, including City of Tampa Television (CTTV), streaming platforms, YouTube channels, and the City’s fiber optic network. The position oversees live government meeting coverage, primarily in Council Chambers, supervises production staff, assists with production needs, manages video and audio equipment, and ensures the reliable delivery of programming to cable, streaming platforms, and YouTube.
The employee exercises considerable initiative and independent judgment concerning both the technical and operational aspects of broadcast and cable television systems. The role requires balancing live production demands with long-term planning for equipment upgrades, workflow improvements, and budget priorities. Work is reviewed while in progress through conferences and reports submitted and upon completion through results obtained.
An employee in this class is responsible for the technical performance and operational delivery of the City’s broadcast services and fiber optic network, managing both live and recorded meeting coverage as well as post-production functions such as editing, archiving, chaptering, uploading, and fulfilling clip or dub requests. The position also performs administrative work including vendor billing, tracking yearly contracts, reconciling Visa transactions, processing purchase orders, coordinating with Technology & Innovation teams for strategic planning, and working with Marketing & Communications team to enterprise video content for use on television broadcast and digital platforms.
The employee must have a strong understanding of production systems, the ability to quickly resolve issues, and the foresight to ensure continuous, reliable operations even during extended or back-to-back meetings. Work is of considerable difficulty and includes all aspects of government broadcast television, audio and cable operations, videography and video editing.
Manages, repairs, and oversees the continuous, efficient, and safe operation of broadcast and streaming systems, including all video/audio production and control room equipment in City Council Chambers.
Supervises, assigns, and assists production staff for live and recorded meetings, ensuring adequate coverage for morning and evening sessions. Serves as fill-in producer when needed.
Coordinates with departments and Council offices for special broadcast requests.
Oversees post-production processes including editing, archiving, chaptering, YouTube uploads, and handling internal or public clip requests.
Operates and maintains the City’s automated playback system, program scheduling, and meeting file restoration as needed.
Designs, procures, installs, and maintains video/audio production and post-production systems, including the fiber optic network used for broadcast, video conferencing, and secure teleconferencing.
Formulates technical requirements and prepares bid specifications for transmission systems, production equipment, and network infrastructure.
Coordinates with vendors for AmeriCaption and other contracted services; tracks and monitors vendor payments and active contracts.
Conducts weekly maintenance, emergency repairs, and ongoing technical upgrades to ensure uninterrupted service.
Maintains ongoing monitoring of contracts to ensure compliance with City regulations or requirements.
Consults with other departments to design broadband distribution systems for audio and video.
Performs related work as required.
Considerable knowledge of: operating theory of analog and digital video systems, broadband RF cable television distribution, and automated playback systems. AC/DC power distribution, including generators and power conditioning; satellite earth stations; and fiber optic systems. Audio systems to include PA, wireless, multitrack, studio recording, and conferencing. Videography, video editing, and video lighting FCC rules and regulations governing cable television, microwave, and broadcast.
Working knowledge of: specialized test equipment such as spectrum analyzers, field strength meters, vectorscopes, waveform monitors, and OTDRs. Design and installation of remote production vehicles, production facilities, control rooms, and fiber optic distribution systems. Computer LANs for digital video and audio.
Ability to: manage live government meeting broadcasts under strict timing requirements. Design, maintain, operate, and install broadcast and network equipment. Read, interpret, and apply engineering and technical data. Troubleshoot and resolve complex technical issues in real time. Supervise, train, and coordinate television production staff. Establish and maintain effective working relationships with City officials, staff, vendors, and the public.
Ability to lift 20-40 lbs., mostly sedentary, indoors, requires extended use of computer, control systems, typing and viewing monitor equipment, video cameras. Ability to drive independently for on-location video or meeting needs.
Graduation from an accredited college or university with a bachelor’s degree in electronics, broadcast engineering, or a closely related field and five (5) years of experience in radio frequency, video transmission, broadcast engineering, or live production management; or an equivalent combination of education (not less than a high school diploma/GED), training, and experience that provides the job-related competencies listed above.
