This is highly responsible data systems analysis work.
An employee in this class is responsible for performing a
variety of assignments pertinent to analysis of data systems and manual systems
for data processing application. Tasks are of more than average difficulty and
include developing functional specifications, analyzing operational procedures
and production systems, and preparing test data. Although under general
supervision, these employees might engage in independent research and prepare
and present reports of findings. The exercise of reasonable initiative and
independent judgment is required in completing assigned tasks and meeting time
constraints. Considerable tact and courtesy are required of these employees
when serving as user liaison for development and maintenance projects. An
employee in this class may be subject to on-call status on a rotating basis to
provide 24 hours 7-day service. Work is performed on project teams and is
reviewed while in progress and upon completion through documentation prepared
and participation in project team meetings.
Gathers information and documents current procedures;
analyzes and evaluates operational procedures and production systems; develops
system
documentation and user procedures; modifies existing system documentation or user procedures; develops functional specifications or modifies those
existing in order to increase utility; formulates logical statements of business problems and devises procedures for solutions, usually through computer systems.
Participates in training to increase and enhance competencies; conducts training sessions.
Identifies and corrects systems problems; obtains software patches; applies patches and upgrades; analyzes and resolves production system problems;
redesigns production systems and/or runs as needed.
Ascertains demands and impact of computer systems on data center and users; reviews projects relative to efficiency of operations and time limitations;
conducts post-installation reviews of systems and programs to determine if
efficiency goals are accomplished; recommends system modifications to improve
operating efficiency.
Ensures the daily production batch schedule is completed; develops and participates in implementation of application programs from specifications;
develops production runs from instruction; assists in the development of standards and procedures for quality control of data processing operations;
monitors performance to ensure that the application is functioning properly and
effectively.
Provides technical support to the user/customer during the software installation process/operations; confers with users about hardware and
software questions.
Assists users in walk-through of system software or hardware
on personal computers and attachments; arranges for/or provides training to
users.
Evaluates, acquires, and coordinates installation of third party software products; serves as user liaison for
development and maintenance projects.
Develops and/or modifies application programs from program specifications; develops and/or modifies production runs according to instructions.
Coordinates system conversion effort and performs necessary tasks; prepares test data and verifies system test results, analyzes and resolves system
problems, consults with users and technical and functional project team members on questions or problems; coordinates scheduling of maintenance
with vendors.
Participates in testing and evaluation of current disaster
recovery plans on a periodic basis.
Graduation from an accredited college or university with a
bachelor’s degree in geography, spatial information systems, computer science,
cartography, earth science, natural resources, remote sensing, environmental
science, civil engineering, surveying or a closely related field and one (1)
year of progressively responsible
experience in the use of GIS;
or Graduation from an accredited college or university with an associate’s
degree in geography, spatial information systems, computer science,
cartography, earth science, natural resources, remote sensing, environmental
science, civil engineering, surveying or a closely related field and three (3)
years of progressively responsible
experience in the use of GIS.
Or an equivalent combination of education (not less than
possession of a high school diploma/GED), training and experience that would
reasonably be expected to provide the job-related competencies noted above.
Possession of a valid driver’s license may be required.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
Employees may be required to work rotating shifts, including
nights, weekends, holidays, and overtime as needed. During periods when the
Mayor issues an emergency declaration for the City of Tampa, all employees may
be required to work in preparation, response or recovery activities related to
the stated emergency.
