Introduction

This is highly complex work involving geographical information systems (GIS) development and consultation.

Nature Of Work

An employee in this class is responsible for performing advanced professional, technical and consultative work in support of GIS, databases, applications, and services. Work is of considerable difficulty and includes providing consultative guidance and technical expertise in one or more GIS areas such as geo-database analysis and design, spatial data and/or technology integration, remote sensing applications, network and route analysis, modeling, web mapping applications, GIS project management, and/or other geographic information specialties. Work is generally focused in a primary technical specialty but will commonly require knowledge of several disciplines. The exercise of considerable initiative and independent judgment is expected in performance of assigned responsibilities. Work is performed under general supervision and is reviewed through conferences, reports submitted and results obtained.

Examples of Duties

Provides consultative guidance and technical expertise in geo-database analysis and design, geographic information application programming, spatial data and/or technology integration, remote sensing applications, network and route analysis, modeling, and web mapping applications.

Develops and/or analyzes complex specifications such as flowcharts, logic and work flow diagrams relating to diverse functions of programs; designs, creates, maintains, documents, and tests complex GIS programs, scripts and/or geo-databases and applications that may span multiple platforms.

Evaluates geographic information technology solutions and integrates new developments with existing systems; develops GIS hardware and/or software standards that support GIS platforms; assists with the research and preparation of requests for proposals and/or bid specifications for GIS hardware, software and/or data purchases.

Participates in information strategic plan development and implementation; works closely with GIS and Technology & Innovation (T&I) staff to review data processing procedures and applications to ensure data integrity, compatibility and compliance with existing systems, standards, policies and other guidelines; identifies needs and ensures they are addressed.

Develops, tests, documents, and carries out GIS procedures, both simple and complex; performs data edit/creation, analysis, project reporting, data conversion, data transfer, quality control, and graphic production; develops spatial data overlays and comparisons, performs geo-statistical analyses; generates and analyzes grids and surfaces; performs geo-coding and network and route analysis; displays and communicates results using GIS.

Compiles and integrates cartographic data from a wide variety of sources for inclusion in map products; develops or assists in the development and deployment of web mapping applications.

Develops and utilizes queries and other GIS tools to analyze spatial data, assist in decision making, general reports and map products, and to ensure data quality.

Identifies needs and analyzes GIS data, data processing procedures and applications to ensure that operational, project and user needs are met.

Responds to highly complex questions from GIS users needing assistance and resolves problems; provides technical assistance to others on assigned projects and serves as a resource person to other departments on GIS related topics; enhances and promotes the utilization of GIS through technical support and training of end users; serves as liaison for the organization in various aspects of geographic information technology development.

Participates in meetings, training seminars and GIS user groups; maintains currency of knowledge with respect to relevant state-of-the-art technology, equipment and/or systems; reviews and evaluates new software applications to determine ease of use, functionality and potential problems.

Leads, trains and directs junior staff, as appropriate, in carrying out GIS analytical procedures under the direction of the GIS Supervisor.

Makes recommendations regarding standards, policies, procedures, guidelines, and technical manuals; participates in geo-database design activities; develops or assists in the development and writing or reports and other formal documents as appropriate.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: the principles, practices, terminology, and trends in GIS; geographic information applications, analysis, and the relationships between different types of spatial data; integrated GIS principles systems and technologies; the principles of project management and reporting methodologies; the information strategic planning process.

Ability to: analyze various types of spatial information and their inter-relationships; research spatial data availability from internal and external sources; comprehend written material at a high level; collect, assimilate, analyze, and interpret data and draw sound conclusions; prepare oral and written reports and impart them effectively; establish and maintain effective working relationships with other employees and the public.

Skill in: independent problem solving and troubleshooting; organization and time management; researching to stay current with emerging GIS technology trends.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in geography, spatial information systems, computer science, cartography, earth science, natural resources, remote sensing, environmental science, civil engineering, surveying or a closely related field and eight (8) years of experience in the use of GIS; OR- Graduation from an accredited college or university with an associate’s degree in geography, spatial information systems, computer science, cartography, earth science, natural resources, remote sensing, environmental science, civil engineering, surveying or a closely related field and ten (10) years of experience in the use of GIS.

Licenses or Certifications

GISP Certification is preferred.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
