Oversees the intake,
production, and release
of all public records requests.
Extensive knowledge of Florida State Statue 119 and redaction
requirements/exemptions in order to answer all customer service requests for
human resources/employee relations received in GovQA/Tampa Connect.
Oversee the answering
pf subpoenas and provide all requested documents
while working in conjunction with payroll to provide in a timely
manner.
Supervises the planning, organizing and conducting of municipal human resources special
project activities; develops recommendations for policies by researching, surveying
and analyzing data pertinent to human resources and
other issues.
Special projects
may include: City of Tampa service award ceremony, maintenance of grievance and discipline logs, creation and maintenance of forms, databases, compliance with FSS 119 and provision of public records, surveys,
employment verifications, and internal departmental requests.
Supervises a
staff of analysts whose special projects

and employment verifications.
Supervises the maintenance of records on ethics forms
completed by City employees; provides
assistance to the City
Ethics Commission.
Supervises the development of and implementation of training designed
for supervisors and managers.
Keeps abreast of current human resources activities, particularly in the public sector.
Performs related work as required.
Considerable knowledge of: Human resources accepted practices and established procedures; labor law, federal and state guidelines, and accepted practices and procedures; modern public personnel administration, organization and management principles and practices; municipal organization, programs and activities; civil service law, rules and regulations; Florida State Statue 119 and redaction requirements/exemptions; the city’s personnel processing system; statistics, and familiarity with GovQA/Tampa Connect or similar customer request system in order to answer public records request.
Ability to: Direct and supervise the work of others; collect, analyze and evaluate data; present data in a meaningful manner; prepare and submit clear, concise and timely oral and written reports, and present such material in a persuasive and convincing manner; conduct independent research and study for completing projects; establish and maintain effective working relationships with employees, officials, and the general public.
Skill in: Use of a variety of computer software
applications to include the Microsoft Office Suite.
Graduation from
an accredited college or university with a bachelor's degree in human
resources, public or business administration or related field,
with one (1) year of experience in a
full-time professional human resources role preferably with professional
experience handling public records to include redactions and exemptions, and
six (6) months lead or supervisory experience, OR
An equivalent
combination of education (not less than possession of a high school
diploma/GED), training and experience that would reasonably be expected to provide the job-
related competencies noted above.
