Introduction

Highly responsible supervisory work managing purchasing operations, staff development, and serving as subject matter expert for complex procurement activities citywide, with emphasis on comprehensive training and professional development of purchasing staff and city personnel.

Nature Of Work

Supervises purchasing staff while performing complex and specialized procurement functions. Tasks include leading procurement projects, conducting market research and analysis, developing purchasing solutions, managing high-value acquisitions, and providing expert consultation to management. Major focus on delivering training programs for purchasing staff and city-wide personnel. Under general direction from the Purchasing Director, exercises initiative and independent judgment. Work reviewed through reports and measurable results in procurement effectiveness and staff performance.

Examples of Duties

Supervision and Staff Development: Supervises, trains, and evaluates purchasing staff; assigns work priorities; conducts performance reviews and administers personnel functions. Develops and delivers comprehensive training programs for purchasing staff and city-wide personnel on procedures, legal requirements, ethics, and best practices. Mentors staff in advanced purchasing techniques and professional certification preparation.

Training and Education Leadership: Develops standardized training curricula for all skill levels and departments. Creates and maintains training materials including presentations, guides, and online modules. Coordinates with department heads to assess training needs and develop specialized programs. Establishes training metrics and conducts post-training assessments.

Technical Expertise and Strategic Operations: Serves as senior technical expert on complex procurement challenges; provides guidance on specialized methods and contract structures. Leads strategic planning initiatives and analyzes market trends to forecast procurement impacts. Conducts market research and prepares strategic sourcing recommendations. Provides final review authority for critical procurement decisions and leads cross-functional teams for large-scale acquisitions.

Procurement Operations and Vendor Management: Manages complex solicitation processes including RFPs, RFQs, and ITBs. Conducts vendor performance evaluations and develops performance metrics. Coordinates with department users, legal counsel, and external stakeholders. Ensures fair and transparent purchasing processes while maximizing city value.

External Relations: Works closely with Purchasing’s assigned Legal Department representatives to ensure compliance with laws and regulatory requirements.

Documentation: Collaborates with Leadership Team to develop and updates departmental policies. Develops and maintains comprehensive Standard Operating Procedures (SOPs) for all department functions. Prepares reports for management and external agencies; maintains technical operating records and coordinates emergency procurement support.

Knowledge, Skills & Abilities

Extensive knowledge of: Governmental and general procurement methods and practices; city purchasing policies, procedures, and regulations; contract administration principles; public sector bidding requirements; grades, qualities, supply sources, and market factors for services, commodities, and equipment frequently required by large municipalities; ethical standards in public procurement.

Considerable knowledge of: Effective supervisory techniques; municipal administrative management principles and practices; laws, guidelines, and requirements governing contract structure and content; standard forms and documents used in public procurement; anti-trust laws and contract law under the Uniform Commercial Code.

Working knowledge of: Oracle Cloud financial systems; report generation and data analysis tools; dashboarding and performance metrics creation; performance measurement and quality assurance techniques; budget preparation and monitoring.

Ability to: plan, assign, supervise, and review the work of others; analyze and evaluate bids and proposals; develop and negotiate complex contracts; communicate effectively both orally and in writing; prepare clear, accurate, and complete reports; analyze data from procurement systems; interpret data and present findings in a clear, concise manner; set clear objectives and measures and monitor process, progress, and results; exercise sound judgment in making decisions.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in business administration, public administration, law, finance, or a closely related field plus 3 years progressively responsible purchasing experience and at least 1 year supervisory or lead experience. Experience in procurement compliance, government auditing, contract administration, or related field with demonstrated experience in regulatory analysis and compliance monitoring.

OR

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.

Licenses or Certifications

Certification through the National Institute of Governmental Purchasing (NIGP) or the Universal Public Procurement Certification Council (UPPCC) such as NIGP-CPP, CPPO, or CPPB is highly recommended.

Valid FL Dr's License.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
