This position specializes in
software asset management, license compliance, vendor relationship
coordination, and cost optimization through effective utilization analysis.
Serves as the technical liaison between departments and the procurement team
for software acquisitions. Works under general supervision with considerable
initiative and independent judgment.
Software Asset Management
Manages the complete software
asset lifecycle from initial deployment through retirement and license
compliance. Maintains comprehensive software inventory across all City
departments using asset management tools and processes. Monitors software
license compliance and usage patterns to identify optimization opportunities.
Develop software standardization strategies aligned with the City's technology
roadmap and budget constraints. Conducts regular software audits to ensure
compliance with vendor agreements and identify underutilized licenses.
Technical Requirements and
Procurement Support
Collaborates with Technology
and Innovation department to document technical requirements and specifications
for software needs. Serves as technical advisor to the assigned Procurement contact
during the solicitation process. Provides technical evaluation and
recommendations for software proposals and vendor demonstrations. Supports
evaluation committees with technical expertise for software acquisitions.
Prepares technical specifications and requirements documentation for
procurement team to incorporate into competitive solicitations.
Vendor Relations &
Technical Coordination
Establishes and maintains
technical relationships with software vendors, resellers, and technology
partners. Evaluates vendor technical capabilities, product roadmaps, and
service offerings to ensure optimal partnerships. Provides technical input and
subject matter expertise during contract negotiations conducted by the procurement
team. Monitors vendor technical performance, product updates, and service level
compliance in collaboration with appropriate stakeholders.
Financial Analysis &
Optimization
Analyzes software licensing
models, pricing structures, and total cost of ownership to develop
recommendations for procurement decisions. Develops cost-benefit analyses and
ROI calculations for software investments. Monitors software utilization and
license usage across departments to identify consolidation opportunities and
cost savings. Prepares detailed budget recommendations and utilization reports
for management review.
Compliance & Documentation
Ensures all software assets
and licenses comply with vendor licensing agreements and City policies.
Maintains comprehensive documentation of software inventories, license
entitlements, and usage metrics. Develop and update software asset management
policies and procedures. Provides training and guidance to City staff on
software license compliance and asset management best practices.
Primarily sedentary office
work with extended computer use. Occasional travel to vendor sites and City
facilities. Ability to lift materials up to 25 pounds occasionally.
Bachelor's degree in business
administration, information technology, supply chain management, public
administration, or related field and two (2) years of experience in software
procurement, technology purchasing, or related field with demonstrated software
licensing and vendor management experience.

An equivalent combination
of education (not less than high school diploma/GED), training, and experience
that provides the required competencies.
