Introduction

This is highly responsible and technical municipal purchasing work involving all phases of the procurement process and research and analysis using technicial information and specialized software.

Nature Of Work

Employees in this class are responsible for performing all tasks required of lower level procurement personnel.  In addition, employees are responsible for research and analysis of all commodity classifications and various other comparative purchasing analyses.  Tasks are of considerable difficulty and include development of forecasting and analytical methods, design and preparation of reports, use of specialized software programs, recommendation of improved methods, and preparing/developing procedures.  Under general supervision, employees are required to exercise considerable initiative and independent judgment.  Work is reviewed through observation, conferences, documents, and reports submitted.

Examples of Duties

Reviews and analyzes total procurement activity within and across commodity classifications; designs analytical reports for the use of management and lower level procurement personnel; develops analytical techniques.

 

Monitors bid activity through review of reports generated by the National Institute of Governmental Purchasing (NIGP) bid system; identifies and reports Women/Minority Business Enterprise (W/MBE) opportunities to bid and awards; prepares W/MBE reports for Purchasing management and the W/MBE coordinator; recommends methods to increase W/MBE participation.

 

Consults with responsible procurement personnel regarding contractual coverage, market conditions, market forecasting, competition, and W/MBE development within commodity classifications.

 

Contacts potential suppliers to procure estimates for equipment, materials, and/or work to be performed on construction projects.

 

Participates with other personnel in vendor interviews and W/MBE on-site interviews to assure successful interview methods.

 

Completes various special assignments as requested by management.

 

Performs related work as required.

 

Knowledge, Skills & Abilities

Extensive knowledge of:  the principles, ethical standards and priorities of governmental purchasing; municipal purchasing laws, City Charter, City Code, regulations, and procedures; grades, qualities, supply sources, and market factors for commodities and equipment frequently required by large municipalities; computer technology and use; specialized analytical software packages.

Considerable knowledge of:  anti-trust laws and contract law under the Uniform Commercial Code; economic and financial principles; computer technology and use including experience in Oracle EBS, Microsoft Office Product Suite, online bid/quote solicitation software programs and project/contract tracking /documentation. 

Ability to:  develop, prepare and present detailed analytical reports for management use; analyze detailed historical purchasing data; prepare and present meaningful summary reports; prepare detailed management plans for assigned classes; prepare clear, concise business correspondence and management reports; review the work of others, acting as consultant to department personnel engaged in purchasing activities; perform value analysis, forecasting, statistical, and economic computations; conduct and preside over small and large meetings; establish and maintain effective working relationships with City employees, officials, bidders, vendors, and other governmental agencies.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in business administration or a related field and one (1) year of experience in high value and volume purchasing operations; or Associate's degree in business administration or related field and three (3) years of experience in high value and volume purchasing operations. 

Licenses or Certifications

Current certification through the National Institute of Governmental Purchasing (NIGP) and Universal Public Procurement Certification Council (UPPCC) as a Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO) and/or Certified Procurement Professional (NIGP-CPP) or as a Certified Purchasing Manager (CPM) through the National Association for Purchasing Management (NAPM) is required.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
