Introduction

This is complex supervisory work coordinating and supporting operations of a team of professionals in service of the City of Tampa and the City's strategic objectives in a centralized budget and financial planning office.

Nature Of Work

An employee in this class is responsible for the variety of tasks associated with team development and supervision in support of the City's budgetary functions. Tasks are of a high degree of difficulty and complexity and include training, coaching, advising, developing, disciplining, mentoring, and leading a team of specialized professionals in the field of municipal budgeting. Employees of this class are expected to maintain relationships with administrators, management, and other personnel affected by their programs. Employees will also be required to train or advise personnel on other teams of relevant processes and procedures as necessary. While this position performs under general supervision, employees must exercise considerable initiative and independent judgment. Employees in this position must complete significant projects using proven and documented methodologies, report regularly on plans and work, and generate and present reports on a variety of subjects. Work is reviewed through conferences, documents submitted, and results obtained.

Examples of Duties

In consultation with department leadership: leads, facilitates, and participates in the preparation of the annual operating and/or multi-year capital improvement budgets.

Facilitates the preparation of and approves the submission of budget reports, plans, and projections for all city funds. 

Collaborates with department leadership and designated staff throughout the city as a financial consultant, with responsibilities including preparing research; presenting findings orally and in writing to municipal personnel; consulting with and informing personnel on budget matters; formulating, analyzing, reviewing, and controlling individual department budgets with input from department leadership; preparing budget projections; suggesting cost-cutting and efficiency alternatives; reviewing financial requests; and preparing, submitting, and managing financial resolutions presented to City Council. 

Works collaboratively with peer staff and other budget teams to ensure departmental goals and objectives are met. 

Develops and maintains a thorough understanding of city resources and processes through independent research and communication with all levels of staff. 

Works with management to determine project priorities and timelines and reports progress as required. 

Reviews and approves work submitted in support of assigned focus area, including but not limited to budget adjustments, the submission and routing of financial resolutions to City Council, purchase requisitions, accounting information, requests for public records, and other similar budget documents or reports. 

Recruits, supervises, and evaluates the work of subordinate employees. 

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: Municipal budget practices and procedures; municipal organization and administration, Accounting and Procurement practices and procedures.

Working knowledge: Project management principles; computers and various software programs specifically Office365 (Teams, Word, Excel, SharePoint, OneDrive). 

Ability to: Plan, organize, review and coordinate the work of professional personnel; communicate effectively across all functional levels of the organization; analyze reports and statistics and draw sound conclusions; organize and present factual findings in a clear and concise manner and make sound recommendations; prepare, review, edit, and finalize graphic, numerical, and other printed material; facilitate a team-oriented work environment and exhibit proficient supervisor skills; establish and maintain effective working relationships with other employees, officials, and the public.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree, (Master's preferred), in finance, accounting, public or business administration or a related field with an emphasis on government and five (5) years of progressively responsible experience in governmental budgeting or accounting including three (3) years supervisory experienc.

Or 

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

Possession of Certified Government Finance Officer (CGFO) designation or equivalent is preferred.

Possession of a valid driver's license may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
