Under administrative direction, the employee directs a
varied department and serves as a member of the Mayor’s Executive Staff. Work involves the application of extensive
initiative and independent judgment and is of unusual difficulty in coordinating
employment, affirmative action, employee benefits, risk management, city wide
training and employee development, collective bargaining and discipline
administration. Work is reviewed by
conferences, reports submitted, and results achieved. Appointed position; employee serves at the
pleasure of the Mayor.
Determines city collective bargaining objectives and reviews with Mayor; develops bargaining strategies, obtaining department management input and coordinating surveys and analysis to support the bargaining process; conducts negotiations with police and fire bargaining units and oversees negotiation with other unions; finalizes agreements for union ratification and Mayor and City Council approval
Directs and coordinates administration of the Civil Service Law, personnel rules and human resources management system, including personnel records, position classification, recruitment, examination, placement, maintenance and certification of eligible lists, pay and benefit programs, disciplinary action and grievance processes, and employee training.
Conducts grievance hearings at final city level; reviews lawsuits, claims and litigation and represents city in hearings and arbitrations, including for unemployment and workers’ compensation; reviews disciplinary actions to identify trends and problems; oversees the City Equal Employment Opportunity program and the administration of insurance programs in such areas as health, disability, property, liability and workers’ compensation, as well as the city’s safety and loss prevention programs; coordinates special programs relating to employee recognition; directs automated human resources and employee processing activities.
Confers with management regarding staffing and organizational issues; prepares and updates managerial organizational chart.
Participates in Mayor’s Executive Staff meetings; makes presentations to City Council; makes speeches and presentations for department related activities.
Prepares reports and correspondence; assigns, develops, and evaluates staff; manages budget and work processes.
Performs related work as required.
Comprehensive knowledge of: labor relations, including negotiation procedures, contract administration and grievance processing.
Extensive knowledge of: modern management practices and procedures; principles, practices, and procedures of public personnel administration; federal and state laws and regulations relating to job duties (e.g. Florida Statutes, Chapter 447).
Considerable knowledge of: municipal administration and organization; computer applications to human resources activities.
Ability to: write and speak clearly and succinctly in a variety of communication settings; be persuasive and convincing in oral and written presentations; plan, assign, and direct work of professional, para-professional, technical, and supervisory employees in a manner that promotes full performance; establish and maintain effective working relationships with city officials, directors, managers and other employees, labor union representatives, and the general public; deal with the media and public relations problems effectively, courteously, and tactfully; plan, organize, and refine operating procedures; blend people into teams when necessary and foster open dialogue and participation; set clear objectives and measures and monitor process, progress and results.
Skill in: negotiating with labor unions in a manner conducive to effective labor-management relations; presentation of data in written form; public speaking; establishing clear direction, setting objectives, and organizing broad work activities and programs.
Graduation from an accredited college or university with a bachelor's degree in public administration or related field (masters degree preferred) and five (5) years
progressively responsible experience in managerial activities relating to human
resources, employee relations, equal employment or related areas.
Evaluation
of education and experience. Drug testing is included in all
pre-employment processing.
