Introduction

This is responsible budget analysis work in support of the City Council.

Nature Of Work

An employee in this class is responsible for performing a variety of high-level budget related assignments of more than average difficulty in support of City Council, which includes reviewing monthly items before council or annual and multi-year budgets which require council decisions; making budget projections; suggesting cost-cutting measures; reviewing expenditure requests; and preparing various financial reports. This is skilled professional level work. Under general supervision, employees must exercise reasonable initiative and independent judgment in ensuring that timely, efficient and effective budget related services are provided to City Council, selecting work methods and performing assigned tasks. Work is reviewed through oral and written reports, discussion, and results obtained. This is an appointed unclassified position.

Examples of Duties

Provide clear, objective, and unbiased analysis and advice to City Council and the Community Redevelopment Agency (CRA) on all Council agenda items bearing financial and policy impacts to the City.

Consult with the Revenue and Finance department on a routine basis to gain clarity of budget related issues. 

Provide weekly reports and or briefings to members of Council/CRA on budget implications of agenda items; prepare reports and analyses on budget and fiscal matters for Council/CRA budget and oversight hearings.

Track actual and projected agency spending and revenues, agency contractual spending and capital projects.

Staff City Council Committee/CRA subcommittees.

Provide analysis of the fiscal and programmatic implications of City Council/CRA actions.

Provide oversight and tracking of Council/CRA designated funding.

Represent the Council/CRA at meetings with city staff.

Works with members of Council/CRA under the supervision of the Council/CRA Chair.

Perform other duties as may be assigned.

Knowledge, Skills & Abilities

Considerable knowledge of: government operations, budgeting and public policy.

Skill in: quantitative and qualitative analysis.

Ability to: work under tight deadlines; work on the weekends and/or during the evening hours as needed; multitasking on several projects at one time; express clearly and concisely both in writing and orally.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree (master’s degree preferred) in accounting, finance, public or business administration or a related field and three (3) years in governmental budgetary/finance experience or five (5) years in private sector budgetary/finance experience, with experience in the use electronic tools to develop spreadsheets and conduct routine business.

The ideal candidate will have professional level experience in public policy, economics, finance, business, or government administration, with a demonstrated interest in public service and superior writing skills.  

Licenses or Certifications

Possession of a valid drivers’ license required.

Certified Government Finance Officer (CGFO) certification is preferred.
