Introduction

This is highly responsible professional and managerial work in coordinating and directing the city’s information technology services and operations improvement programs.

Nature Of Work

An employee in this class, under administrative direction, plans, coordinates and directs information technology infrastructure support services and operations improvement programs. The employee works across all levels of the city organization in leading planning, forecasting and organizational analysis projects. A major area of responsibility is the provision of infrastructure support services that provide the foundation for all systems and services used by the City, including business application support services for departments’ information technology business applications. Work is of unusual difficulty and involves the exercise of extensive initiative and independent judgment. Work is reviewed by conferences, reports, and results achieved. Appointed position; employee serves at the pleasure of the Mayor. As outlined in the City Charter, the incumbent must reside within the City of Tampa or be willing to relocate.

Examples of Duties

Administratively directs staff in developing and implementing information technology infrastructure support services that provide the foundation for all systems and services used by the City, including the City’s Wide Area Network (WAN), various Local Area Networks (LAN), access to the Internet, development and maintenance of the City’s intranet; operation of a Technology and Innovation (T&I) Help Desk for City employees; and business application support services; reviews short and long range T&I projects, and plans and implements strategies in the application of technology to meet the City’s needs.

Directs staff in a variety of operations improvement programs, including: business process review and re-engineering; training, and knowledge management; review of current business regulations, review of functions for realignment, elimination of redundancy and revision of workflow; best practices research.

Prepares reports and correspondence; assigns, develops and evaluates personnel; manages department budget and work processes.

Performs related work as required.

Knowledge, Skills & Abilities

Comprehensive knowledge of: principles and practices of planning, forecasting, and organizational analysis; methods of collection and analysis of data and of research design and methodology; information technology.

Extensive knowledge of: modern management practices and procedures; modern developments, current literature, and sources of information relating to information technology.

Ability to: write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city officials, directors, managers, and others; plan, assign, direct, and coordinate the work of professional, para-professional and clerical employees in a manner than promotes full performance; set clear objectives and measures and monitor process, progress and results.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in public or business administration, information technology, or a closely related field (master’s strongly preferred) and seven (7) years progressively responsible directly related experience, three (3) years of which have been at the managerial or senior supervisory level.

Licenses or Certifications

Possession of a valid drivers license may be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
