Introduction

This is responsible work driving heavy trucks and operating moderately complex construction/maintenance equipment.  Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing tasks of average difficulty involving the safe operation of trucks of three and one half tons and above general vehicle category on public streets and highways. Employees might also be required to operate diverse, moderately complex motorized construction/maintenance equipment in support of departments’ maintenance or construction activities. Under immediate supervision, employees are required to exercise some initiative and independent judgment in completing assigned tasks. Tasks at times are performed under hazardous conditions and employees are expected to be particularly alert and careful whenever operating the assigned vehicle/equipment. Employees might be required to perform manual and unskilled laboring tasks, using hand and power tools, either separately from or in conjunction with the equipment being operated. Employees might also be required to operate specialty and/or more complex construction/ maintenance equipment on a relief basis or in a training capacity and serve in a lead capacity over lower level equipment operators and laboring personnel. Work is reviewed while in progress and upon completion by observation and through result obtained.

Examples of Duties

Safely operates a variety of heavy trucks including tandem dump trucks, asphalt distributors, patch trucks, fuel trucks, and 10 yard side loader packers; transports people, materials, tools, and equipment to and from job sites; hauls sand, rock, shell, asphalt, gravel, sludge, and other bulky, heavy items and substances; operates a fifth wheel tractor with trailer in hauling trash and rubbish; operates light wrecker for towing disabled medium weight vehicles and equipment to maintenance facility for repairs.

Operates moderately complex construction/maintenance equipment including light crane trucks for relocating and placing heavy items, maintainers for leveling and grading surfaces, pay-loaders and loader tractors for loading and excavating, and industrial/ agricultural tractors for cutting grass and clearing land; acts as relief operator on asphalt paving machine.

Performs minor maintenance and servicing on vehicle/equipment being operated to include checking tire air pressure, motor oil, hydraulic oil, and fuel, and bleeding brake air tanks where required; visually checks vehicle/equipment and reports maintenance or repair problems at the beginning and the end of the workday; assures that vehicle is properly equipped, serviced, and cleaned.

Performs manual and unskilled laboring tasks; uses hand tools and operates power tools either separately from or in conjunction with vehicle/equipment being operated.

Operates specialty and more complex vehicles/equipment on a relief basis or in an on-the-job training capacity to acquire experience and develop skill and proficiency.

Operates radio, pagers, cell telephone, etc. to communicate with necessary parties. Installs construction signs and barricades in order to re-route traffic; applies fertilizer and insecticide on city property in order to complete assigned duties.

Completes periodic time/activity reports to document work.

Performs related work as required.    

Knowledge, Skills & Abilities

Working knowledge of: operational and minor maintenance characteristics of heavy trucks and moderately complex motorized construction/maintenance equipment; traffic laws, occupational hazards and appropriate safety precautions.

Some knowledge of: the use and care of hand and power tools and equipment related to assigned areas; the city and its geography.

Ability to: perform work requiring physical strength and endurance; establish and maintain effective working relationships with others; acquire skill and develop proficiency in the operation of specialty and complex motorized construction/maintenance equipment.

Skill and ability to demonstrate proficiency in: the operation of heavy trucks and/or moderately complex motorized construction/maintenance equipment.

Skill in: the use and care of hand and power tools related to assigned areas.

Minimum Qualifications

Completion of high school or equivalent and one (1) year of experience in operating lightweight trucks and/or simple motorized construction/maintenance equipment, including formal training or six (6) months experience in operating heavy trucks and/or moderately complex construction/maintenance equipment; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida commercial driver’s license, Class “B”. Some positions may require a Class “A” license or various endorsements.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
