Introduction

This is skilled position and lead in the Parks and Recreation Forestry Division. This position oversees and participates in arboriculture, and maintenance work. Bargaining unit position.

Nature Of Work

An employee in this class is responsible for overseeing and participating, when necessary, in the work of a medium-sized to large crew performing complex arboriculture work and general tree maintenance or other related municipal services.

Responds to resident/departmental requests for municipal tree evaluation and maintenance inspections. Ability to work with limited to no supervision and be flexible in work schedules to meet deadlines.

Under general supervision, the employee is required to exercise reasonable initiative and independent judgment in completing assignments, which are of more than average difficulty and are performed in accordance with established procedures. At times, employees might be required to work under hazardous conditions. Work is reviewed while in progress and upon completion through observation and results obtained.

Examples of Duties

Oversees, schedules, assigns, and participates, when necessary, in the work of crews engaged in arboriculture and municipal tree maintenance. Verifies work orders; lines up necessary equipment; inspects work in progress, issues instructions and offers solutions to problems; operates light to heavy automotive equipment such as water truck, trash crane, dump truck, stump grinder, chipper, and aerial lifts as required.

Ensures Maintenance of Traffic (MOT) to provide a safe route for traffic and work zone for the City crew.

Assigns, directs, and reviews work of Parks and Recreation Forestry crews engaged in arboriculture and municipal tree maintenance; evaluates tree/infrastructure conflict including sewers, streets, sidewalks, and curbs, water mains and meters; inspects materials and equipment delivered to job site for compliance with specifications; prepares, interprets, and reads diagrams, work orders, landscape plans, maps.

Evaluates trees in the right-of-way (ROW) and City parks for structure, health, risk, insects, and diseases. Identifies tree species and concerns. Collects tree inventory data. Identifies invasive species.

Maintains records via computer, tablet, or cell phone; issues work orders for projects; requisitions, issues, and accounts for supplies and equipment; oversees crews and participates in training new employees; recommends changes and adjustments to operating procedures to improve productivity; verifies legal descriptions of property; checks assigned vehicles for gas, oil, water, etc., so it will be ready for daily operation.

Public contact is an integral part of the job, and employees are required to exercise considerable tact and courtesy.

Meet with residents/other Departments with concerns about right-of-way (ROW) trees and park trees.

Ensure the requirements of the American National Standard for Tree Care Operations, ANSI Z133 and ANSI A300, are followed with respect to all Forestry Division projects.

Operates radios, cell phones, tablets, and computers in order to communicate with necessary parties.

Loads and unloads heavy items, including supplies, equipment, and materials manually.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: principles, practices, materials, techniques, and tools used in arboriculture and tree maintenance; occupational hazards and appropriate safety precautions. Working knowledge of scheduling and basic record keeping. Tree identification; insect, disease and decay organisms; ANSI A 300 and ANSI Z133 standards; ISA Best Management Practices.

Skill in: use and care of arboriculture equipment including hand tools, power tools, Forestry equipment (aerial trucks, trash cranes, stump grinders, and chippers, etc.) and other related materials and equipment; use and care of light to heavy automotive equipment.

Ability to: schedule, assign, oversee, and review work of lower level personnel; understand, interpret, and carry out written or oral instructions; perform work requiring physical strength and endurance; set schedules and meet deadlines; maintain records and prepare reports; establish and maintain effective working relationships with others.

Physical Requirements

Mostly outside work, able to lift up to 50 lbs., stand, works outdoors very frequently. Requires some use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school or equivalent and three (3) years of progressively responsible experience in arboriculture and tree maintenance work, including one (1) year lead in arboriculture experience; or an equivalent combination of training and experience.

Licenses or Certifications

A valid Florida Commercial driver’s license (CDL), Class "B"; with Air Brakes.

Special consideration for ISA Certifications including, but not limited to: ISA Certified Arborist, ISA Certified Tree Worker Climber Specialist, and/or ISA Certified Tree Worker Aerial Lift Specialist; TCIA Certifications.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
