Introduction

This is highly responsible managerial work in directing city parking division operations.

Nature Of Work

An employee in this class, under administrative direction, develops city parking policies, operates and maintains city parking garages and off-street lots, and directs the management of on-street parking in the central business district and other adjacent commercial areas. Work is of unusual difficulty and requires the application of extensive initiative and independent judgment. Work is reviewed through conferences, observation, reports, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Manages and directs the city parking division, including operation of city parking garages, parking lots, and on-street parking; administers enforcement, security, cashiering and collection for parking.

Manages cashiering and computerized cash system at parking garage facilities; monitors parking utilization and ensures facilities comply with safety codes; provides for patrons of garages and lots; responds to incidents; directs the maintenance/repair of parking garages and lots, and the implementation of preventive maintenance programs.

Directs the regulation of availability of on-street parking through enforcement of parking ordinances, preparation and issuance of parking tickets, and booting and impounding of vehicles; directs the installation, repair, and/or replacement of parking meters and onstreet signs, scheduling of periodic maintenance of parking meters, maintenance of offstreet parking facilities (garages and lots), and the collection and counting of monies from parking meters; provides customer service for parking tickets, meter complaints, court inquiries, leasing agency inquiries and assignments, and time payments.

Analyzes parking revenues and expenditures and debt service obligations; develops short and long-range parking programs; formulates and proposes parking policies, rates, levels of service and capital improvement, and facility expansions to meet parking demand.

Meets with vendors, developers, etc. on new or proposed parking products and on proposed development activities.

Prepares reports and correspondence; assigns, develops, and evaluates staff; manages unit budget and work processes.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: principles and practices of parking management.

Considerable knowledge of: modern management practices and procedures; modern developments, current literature, and sources of information relating to parking management; methods and problems of municipal budget formulation and control as related to parking facilities management as an enterprise fund operation.

Ability to: write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city officials (including City Council), employees, media, and the general public; handle irritated or confused persons in a calm and guiding manner and secure essential information from them pertaining to their requests, problems, and complaints; set clear objectives and measures and monitor process, progress, and results; plan, assign, direct, and coordinate the work of professional, para-professional, and clerical employees in a manner that promotes full performance.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in business or public administration, finance, or related field and five (5) years of progressively responsible experience in parking facilities management, including three (3) years in supervisory experience.

Licenses or Certifications

Possession of a valid Florida driver's license required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
