Introduction

This is responsible supervisory work involving operation and maintenance of municipal parking facilities.

Nature Of Work

The employee in this class is responsible for supervising activities pertaining to administration of all shifts involved in operation and maintenance of municipal off-street parking facilities. Under general supervision, the employee performs personnel related tasks such as administering discipline, participating in the grievance procedure, completing performance evaluations, and recommending employment, promotions, transfers, training, and salary increases. Assignments are of more than average difficulty and require the exercise of reasonable initiative and independent judgment in determining the best manner for dealing with any emergency which arises. Tact and impartiality are also required in contacts with the general public. Work is reviewed while in progress and upon completion through observation, reports submitted, and results obtained.

Examples of Duties

Plans, assigns, supervises, evaluates, and trains personnel at municipal off-street parking facilities; establishes and maintains work schedules; reviews work to ensure that instructions are carried out; issues citations for vehicles violating parking ordinances, as required.

Directs and verifies reports of cashiers; counts and processes cash receipts; makes deposits of monies collected from all facilities.

Staffs and operates parking facilities during special events at the municipal convention center and other locations; directs traffic during special events.

Patrols facilities and watches for unlawful activity.

Assists with parking automobiles when necessary; receives complaints from the general public and answers questions.

Participates in general maintenance and custodial care of municipal parking facilities; makes recommendations to supervisor for maintenance and operation of facilities; makes minor repairs on equipment.

Recommends personnel actions such as discipline, reprimands, demotions, suspensions, and dismissals in order to correct or terminate inappropriate or unacceptable work behavior; responds to employee grievances; completes performance evaluations.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: parking facilities operations and mechanical maintenance.

Working knowledge of: effective supervisory techniques; financial records keeping, cashiering, and report writing.

Ability to: perform basic mathematical calculations with speed and accuracy; supervise and train personnel; establish and maintain effective working relationships with employees, municipal officials, and the general public.

Minimum Qualifications

Graduation from an accredited high school and one (1) year of experience in a public parking facilities operation, including six (6) months in supervisory experience.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
