Introduction

This is highly technical work in support programs for the operation of a wastewater treatment facility. Bargaining unit position.

Nature Of Work

An employee in this class is responsible for scheduling inspections and monitoring industrial and commercial use of the city’s sewer system for compliance with the municipal sewer ordinance. Work is of more than average difficulty involving the collection of wastewater samples for laboratory analysis. As a result of periodic visits and analyses of the samples obtained, employees determine industrial waste loading and develop information for user cost and industrial cost recovery systems. As industrial and commercial plants plan to introduce new production processes or activities, an employee in this class reviews the proposed pretreatment systems and through the exercise of reasonable initiative and independent judgment makes recommendations for implementation. Under general supervision, assistance is also provided in the field collection of water quality samples related to problems with the sewer system or treatment plant. The city and various regulatory agencies will use results from water quality sampling and testing. Lead worker responsibility may be exercised over a number of employees on a task basis. Work is reviewed through conferences, reports submitted, and results obtained.

An employee in this class is responsible for performing and scheduling odor control inspections and monitoring the Wastewater system.  Work requires considerable contact with the public, including maintaining the City INET customer communications.  The employee must exercise reasonable initiative and independent judgement as well as tact and courtesy while performing work in accordance with established departmental guidelines and operation procedures.  

Additionally, maintaining an outside contract for chemicals and odor control equipment falls under this position.

Examples of Duties

Acts as a lead worker and assists in assigning and inspecting tasks of Industrial Pretreatment and Odor Control technicians; assist the supervisor with identifying training needs and resources; trains technicians on conducting investigations, inspections and use of the iMaint CMMS database; explains and demonstrates work procedures; maintains records of work performed and prepares and submits reports of field activities.

Participates in planning technical programs that support the operation of an advanced wastewater treatment facility; performs highly technical tasks related to laboratory testing, industrial monitoring, and regulation of pre-treatment systems. 

Conducts field survey or investigations to collect/verify information/evidence, resolve complaints, assess impact of service; investigates the source of toxic pollutants in the system in order to take corrective action. 

Participates in periodic sample collection and inspection of industrial effluents and pretreatment systems for proper operation; performs analyses and records information; prepares and maintains reports and records for assigned tasks. 

Ensures compliance with safety procedures and inspects equipment for conformance to safety standards and security requirements. 

Performs general maintenance on sampling and flow measuring equipment including routine, mechanical, and electrical repair of equipment, particularly on an emergency basis; directs and makes operational adjustments to various laboratory and pre-treatment process equipment. 

Develops databases to facilitate data retrieval; enters/retrieves data to maintain accurate and complete records; prepares graphs, tables and charts. 

Maintains biological organisms used for water testing. 

Performs arithmetical/mathematical calculations for work projects. 

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: principles, practices, methods, and equipment used in wastewater operations and maintenance; facilities, equipment and operating practices related to a wastewater treatment plant; water quality monitoring procedures.

Working knowledge of: occupational hazards, appropriate precautions, and methods of promoting safety among subordinates; practices, methods, materials, and tools of the mechanical trades. 

Ability to: make operational adjustments to laboratory and pre-treatment process equipment; conduct basic laboratory tests; maintain records and prepare clear and concise reports; establish and maintain effective working relationships with employees and the general public. 

Skill in: the operation and maintenance of equipment utilized in wastewater measurement, sampling, and pre-treatment operations; operation of a lightweight motor vehicle.

Minimum Qualifications

Graduation from an accredited high school/GED with five (5) years of wastewater field services or operations experience; or an equivalent combination of training and experience.

For City of Tampa employees, applicants must have two (2) years of experience as a Field Services Technician II.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Florida Industrial Pretreatment Association (FIPA) A, B, and C Level Certification.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
