Participates
in preparation and control of the annual operating and capital budget while
serving as the point of contact for specific programs or elements; leads
discussions and consults with department management in the formulation,
analysis, review and control of individual department budgets; conducts cost
analysis, budget impact studies and surveys; prepares and reviews narrative
reports and justifications using available data.
Serves as
financial consultant and advisor for assigned departments in all respects.
Serves as
primary contact for management of and required reporting for city funds
(governmental, proprietary, fiduciary, or subordinate funds as assigned) or
special programs (such as but not
limited to Florida Economic and Demographic Reporting, Housing and Urban
Development, Law Enforcement Trust Fund, Cost Allocation, and others).
Prepares
reports, projections, schedules, and models as required.
Reviews purchase resolutions, requisitions, and orders for funds
availability and proper accounting.
Reviews or authors financial impact statements or council resolutions
for city activities associated with assigned departments or programs.
Prepares
analyses and reports reviewing prior-year encumbrances and active purchase
orders for programs spanning multiple years.
Reviews and
supports the submission of departmental responses to requests from departments,
auditors, and other interested parties.
Reviews, prepares, and submits financial resolutions to City Council utilizing proper procedure, legal form, and appropriate treatment for moderating circumstances such as inter-fund transfers.
Reviews, prepares, and submits
budget adjustments to financial system and maintains records on budget
adjustments as required.
Extensive
knowledge of:
municipal budget formulation and control; municipal organization and
administration; statistical methods and quantitative analysis techniques.
Working
knowledge of:
federal and state revenue sharing guidelines and procedures; accounting and
data processing.
Knowledge of: computers and various software
programs specifically Office365 (Teams, Word, Excel, SharePoint, OneDrive,)
Ability to: plan, organize, review and
coordinate the work of professional personnel; analyze reports and statistics
and draw sound conclusions; organize and present factual findings in a clear
and concise manner and make sound recommendations; prepare, review, edit, and
finalize graphic, numerical, and other printed material; establish and maintain
effective working relationships with other employees, officials, and the
public.
Graduation from an accredited college or university with a bachelor's
degree in finance, accounting, public or business administration or a related
field with an emphasis on government and two (2) years of government budgetary/finance experience.
OR
Three (3) years of favorably evaluated non-probationary experience as a Budget Analyst II.
Certified Government Finance Officer (CGFO)
certification is preferred.
Possession of a valid driver's license may be
required.
