Introduction

This is responsible, technical work in municipal budget development and financial analysis for City of Tampa Departments in centralized budget and financial planning office.

Nature Of Work

An employee in this class is responsible for the variety of tasks associated with supporting the budget activities of a centralized municipal budget and financial planning office. Tasks are of an average difficulty and include preparing and revising budgets, reviewing and projecting expenditures, and preparing budgetary reports. While this position performs under general supervision, employees must exercise reasonable initiative and independent judgment. Work is reviewed through conferences, documents submitted, and results obtained.

Examples of Duties

Participates in preparation and control of the annual operating and capital budget; consults with department management in the formulation, analysis, review and control of individual department budgets; conducts cost analysis, budget impact studies and surveys.

Serves as financial consultant and advisor for assigned departments in their everyday operation. Prepares reports, projections, schedules, and models as required. 

Reviews purchase resolutions, requisitions, and orders for funds availability and proper accounting. Prepares analyses and reports reviewing budgets, expenses, and purchase orders for programs spanning multiple years. 

Prepare documentation and analysis to support departmental responses to requests from departments, auditors, and other interested parties. 

Prepares and submits financial resolutions to City Council utilizing proper procedure, legal form, and appropriate treatment for moderating circumstances such as inter-fund transfers. 

Prepares and submits budget adjustments to financial system and maintains records on budget adjustments as required. 

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: Governmental accounting standards and methods.

Knowledge of: budgeting or financial planning; municipal fiscal operations; computers and various software programs specifically Office365 (Teams, Word, Excel, SharePoint, OneDrive). 

Ability to: maintain accurate financial records and prepare financial reports; utilize the processes and procedures employed in budget preparation and revision; review financial data for accuracy, completeness and deviation from standard procedures; establish and maintain effective working relationships with employees, officials and general public; maintain continuous education on current best practices, programs, technologies, and methods.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in accounting, finance, public or business administration, or a related field,

OR 

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

Possession of a valid driver's license may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
