THE POSITION


The Department of Information Technology is seeking a highly skilled IT Analyst IV to join our Law & Justice (L&J) Division. The successful candidate will be responsible for providing advanced level technical support, developing IT strategies, and managing projects related to the Sheriff's Office's IT systems. This position will also have opportunities to provide additional support to local law enforcement agencies, specialized bureaus, and Solano County Justice Partners (e.g. Public and Alternative Defender’s Office, Probation, and the District Attorney’s Office.)  The position requires a Background Investigation be cleared prior to being hired.       

As an Information Technology Analyst IV, you will apply advanced level subject matter expertise and analytical skills while serving in the capacity of IT section lead overseeing designated critical L&J systems. You will perform the most complex tasks within the Information Technology Analyst series which includes, providing guidance & partnering with IT technical domains (e.g.  software engineering, network/systems administration, service desk, security, datacenter, and operations etc.)  Includes leading journey-level Information Technology Analysts, and/or consultants on assigned systems design, or infrastructure and maintenance projects. This position receives Supervision from the Information Technology Analyst (Principal) as well as our Information Technology Manager. You may also receive functional direction from the Assistant Director and/or Chief Information Officer. 


Education and Experience Requirements 

Education
Equivalent to an Associate’s degree, preferably in information technology, or a closely related field. 

Experience
Depending upon assignment, five (5) years of experience performing progressively responsible software development, or infrastructure management duties and functions. 

Note: A Bachelor’s degree from an accredited college or university, preferably in information technology, management information systems may be substituted for two years of experience.

Note: Additional experience may substitute on a year for year basis for the educational 
requirement.

The Ideal Candidate 

The ideal candidate will have ADVANCED knowledge and working experience in:

  • Working with law enforcement, correctional, or local government setting, and serving in an IT capacity
  • Supporting Law and Justice Systems and have knowledge of the criminal justice system and the legal process.
  • Security principles and practices, including access control, encryption, and vulnerability management.
  • Defining business requirements of justice systems and translating them into technology solutions that meet the needs of the users. 
  • Leading and mentoring journey level IT staff, as well as collaborate effectively with other departments and stakeholders. 
  • Develop and implement IT strategies, manage projects, and provide guidance and support to other members of the IT team. 
  • Learning and working with Criminal Justice Information (CJI); working knowledge of the California FBI Security Policy for CJI. 
  • Applying the principles, methods, and techniques used in designing, developing, testing, implementing, and maintaining computer software systems.
  • Having strong collaboration skills and ability to work with a variety of stakeholders.
  • Project management principles and techniques such as organizing and managing a project, developing schedules, identifying critical paths, and breaking down a project into individual tasks.
  • Understanding data processing techniques, including the types of hardware and software currently used to process data with different levels of complexity.
  • Information system development lifecycle and design principles using flowcharting techniques and prototype development tools.
  • Working with business stakeholders to implement new standards, technologies and systems that meet business needs.
  • Interfacing with outside entities to facilitate application integrations, updates, and changes. 
  • Gathering, analyzing, and evaluating data and information to reason logically, draw valid conclusions, take appropriate actions and/or make appropriate recommendations.  
  • Ability to produce high quality output under deadlines.
  • Experience in the support the development of innovative, accurate products that meet business needs.
  • Aptitude to apply principles, practices, and techniques of providing quality customer service.
  • Working both independently and as part of a diverse, multi-skilled team.
  • Ability to communicate methods and findings verbally, in writing and visually to technical and non-technical audiences.
  • Developing information system designs, flow charts, and reports.

BENEFITS/ WHAT'S IN IT FOR YOU?



Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,900.58 per month for 2023. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage.  The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security. 
The County observes twelve (12) full day fixed and two (2) half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive two (2) floating paid holiday(s) per year.  Vacation is accrued at approximately ten (10) days per year. Sick leave accrues at approximately 12 days per year. Effective July 1 of each year, 80 hours of administrative leave is granted.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Supervision Received and Exercised

Supervision is received from a Principal Information Technology Analyst or an Information Technology Manager. The incumbent may receive functional direction from the Assistant Director and/or Chief Information Officer.  Incumbents in this classification may function as a project manager and/or team leader over technical and professional staff.

VETERANS PREFERENCE POINTS
