First 5 Solano is recruiting for Contract and Program Specialist

The First 5 Solano Children and Families Commission was established by an ordinance passed by the Solano County Board of Supervisors on June 8, 1999. The Commission funds many programs within the community and First 5 funds are an integral part of the safety net for children's and family programs in Solano County. The Commission works closely with community partners to continue to find ways to ensure these critical community investments.

The Position

The Contract and Program Specialist will oversee a variety of programs in one or more of the Commission’s key priority areas of Health & Well-Being, Early Childhood Learning & Development, Family Support & Parent Education and Systems Change. Under general direction of the Executive Director or Deputy Director – First 5 Solano, develops and administers contracts for services; reviews and evaluates service proposals; recommends solutions to contractual problems; and ensures compliance with County policies and procedures.

There are two positions available in the coming months: 

The first position supports the implementation of the Commission’s Systems Change Action Plan with the goal of “strengthening, integrating, expanding and sustaining the early childhood system.” This work may include policy analysis and influence, convening key stakeholders to address issues across the early childhood system, and developing multi-sector relationships.

The second position supports the implementation of the Commission’s Early Childhood Learning and Development strategy. This work may include program management of the Commission’s Early Learning Portfolio of contracts, addresses contractual issues, attends community meetings related to early childhood learning, understand community data regarding child care and early learning and make recommendations on program evolution, new partnerships and opportunities.

The Specialists are responsible for providing staff reports and presentations to the First 5 Commission (governing board) on topics related to the area of assignment. In addition, the positions may be responsible for internally run programs, and performs related duties as assigned.

These positions are "at-will" senior management positions and are exempt from the civil service; incumbents serve at the discretion of the Appointment Authority. 

POSITION REQUIRMENTS

Experience and Education

Two (2) years of progressively responsible business or contract administration experience AND graduation from an accredited college or university with major upper division course work preferably in business, public administration, finance or accounting.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS.  The County contribution for family coverage is $1,900.58 per month for 2023. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage. 

Dental and vision insurances for the employee and eligible depends are paid 100% by the County. 

Solano County participates in CalPERS retirement and contributes to Social Security.

Vacation is accrued at approximately 15 days per year for the first 10 years.

Sick leave accrues at approximately 12 days per year.

The County observes 12 full-day fixed and2 half-day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holidays per year.

Effective July 1 of each year, employees are granted 80 hours of Administrative Leave.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30, and 35 years.

Selection Process

Week of 5/15/23 - Tentative week for departmental interviews for most qualified applicants.
