The Position

This is the journey level class in the Staff Analyst series.  Under general supervision, the Staff Analyst performs a variety of financial management roles to include preparing, reviewing, analyzing, auditing and monitoring budgets, expenditures, grants, and contracts; and conducts analytical studies involving the operations, programs and services of the department served to develop and/or improve systems and procedures and to recommend and implement solutions.  Incumbents may provide supervision over a small clerical or technical support staff, however, financial management and analytical problem-solving are the major components of this class. 

 

The eligible list created as a result of this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur throughout the County.  

POSITION REQUIREMENTS


Education:  Bachelor’s degree or higher from an accredited college or university preferably in  Business Administration, Public Administration, Accounting, Finance, or a related field or, if in a different related field, have completed nine (9) semester, or thirteen and one half (13.5) quarter units in the field of accounting.

 

AND

 

ExperienceOne (1) year of responsible professional work experience equivalent to the functions performed by a Staff Analyst (Entry) within the particular field of expertise required.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2023 calendar year is $1,900.58. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. 

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes twelve (12) full day fixed and two (2) half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holidays per year. 

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Effective July 1 of each year, employees are granted 80 hours of Administrative Leave.

Employees in this class are also eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.

One of the core responsibilities of the Staff Analyst position is budget analysis and preparation, and revenue forecasting.   Please describe your experience developing, reviewing, analyzing, auditing and monitoring expenditures and revenues against adopted budgets. Include type of department or program, size of the organization, size of the budget, and significant issues associated with the budget.

Describe your experience in developing, monitoring and/or enforcing contracts involving rigid response time and performance parameters.

Describe your experience with conducting analytical projects and/or operational studies.  Please identify a specific project, study, problem or purpose, and the end result related to the experience that you are describing.

Veterans Preference Points

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.  A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE.
