The Health and Social Services Department's responsibilities include providing health, mental health, substance abuse and social services to the community as well as administering federal, state and local public assistance programs.

Child Welfare Services Division 

The mission of Solano County Child Welfare Services Division is to protect children from abuse and neglect by strengthening their families or finding safe, permanent homes so that they can grow into healthy, productive adults.  To accomplish our mission, we will be working with our community partners.

The Position

Solano County is seeking an experienced public service professional to serve as the Social Services Manager. 

Social Services Managers organize, direct and supervise the activities of one or more social services programs to serve a population group within Solano County; assists in the development, implementation and evaluation of policies and procedures related to program activities; provides staff support to higher level management within the assigned division; serves as a member of the department's management/supervisory team.

The current vacancy is in the Child Welfare Services Division of the Health and Social Services Department.

We are seeking an individual who brings comprehensive experience in Child Welfare social service programs. Our focus is on enhancing the client experience while upholding and establishing performance standards in an ever-evolving child welfare system that supports children and families.

The ideal candidate will possess a trauma-informed approach, demonstrating a commitment to fostering equity, diversity, and inclusion. They will exhibit strong leadership qualities, adaptability, and creativity. Essential skills include the ability to collaborate effectively, nurture positive relationships, and engage with diverse staff and community groups. Exceptional verbal and written communication skills are a must. 

Moreover, the successful candidate will showcase macro-level thinking and problem-solving abilities, contributing to the continued evolution of the child welfare system. They will demonstrate fiscal responsibility and adeptness in resource management, ensuring efficient operations within the division.

The eligible list established from this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur or the need arises. 

POSITION REQUIREMENTS:

Experience:

Three years of increasingly responsible experience in a social services program of which one year was in a supervisory capacity.

 

Education:

 

A Bachelor's degree is required from an accredited college or university preferably with a major in Social Work or a related field.


SPECIAL REQUIREMENTS:


Depending on assignment, candidates for positions in this class may be required to possess a master's degree in social work and a valid Licensed Clinical Social Worker license issues by the State Board of Behavioral Science Examiners. 


Possession of or ability to obtain a valid Class C California driver's license may be required.

BENEFITS



Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,900.58 per month for 2023. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holiday(s) per year.  

Vacation is accrued at approximately 10 days per year for the first 3 years. Sick leave accrues at approximately 12 days per year. Effective July 1st of each year, 80 hours of administrative leave is granted.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years.


Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.
