Housed within the Department of Information Technology, the Registrar of Voters conducts federal, state and local elections for the County.  Additionally, the Registrar of Voters is also responsible for:

  • Register voters and maintain voter registration records
  • Develop instructional materials and administer candidate nominations
  • Ensure the timely filing of campaign disclosure statements
  • Act as Filing Officer for statements of economic interests
  • Procure polling places
  • Develop curriculum and train hundreds of poll workers
  • Provide outreach services for voter registration
  • File and verify state and local initiative, referendum and recall petitions
  • Provide voter registration and election information to candidates and campaigns
  • Maintain precinct and district maps
  • Canvass and certify the results of all elections

THE POSITION

The Cadastral Mapping Technician II (GIS Technician) will review codes, laws and recorded documents, legal descriptions, proposals, and maps to create, maintain and update district and/or property maps, mapping records, boundaries, title and taxability.

The current vacancy is within the Registrar of Voters office.  
The incumbent will maintain boundaries, analyze and compare the Registrar of Voters precincts to the assigned voters list, and the boundaries provided by governing bodies.   Additionally, throughout the year, updates to parcels for new development, street changes, annexations, or other changes to county data would be applied to the Registrar of Voters precinct information.

In addition to the responsibilities listed on the job description, the Cadastral Mapping Technician II (GIS Technician) will:
  • Create, maintain, and update maps and mapping records using ESRI GIS software 
  • Interpret legal descriptions on resolutions from governing bodies and translate the resolutions into precise scale drawings of boundary lines.  
  • Analyze and draw conclusions regarding problems/discrepancies as it affects the Registrar of Voters precinct records.  
  • Update and complete appropriate Registrar of Voters records, reports, notifications, and other documents, following designated Registrar of Voters procedures.  
The Ideal Candidate
  • An ideal candidate will have training and work experience using ESRI ArcGIS software.
  • A top candidate will be fluent with Microsoft Word and Excel.
POSITION REQUIREMENTS

Education:
Completion of 30 semester or 45 quarter units of academic coursework from an accredited college or university in civil drafting, surveying, trigonometry, geometry, and computer aided design/drawing.
OR
Certificate/diploma of completion of a beginning to intermediate level either in an AUTOCAD or GIS Course Program from an accredited technical school or program.

Experience:
Two (2) years of experience in CAD or GIS with experience in civil drafting or cartography related to interpreting legal property descriptions and drawing scale maps.

Possession of, or ability to obtain, a valid Class C California driver's license may be required.

The eligible list established from this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur or the need arises.

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,671.27 per month for 2022. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes twelve (12) full day fixed and two (2) half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive two (2) floating paid holidays per year. 

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Employees in this class are also eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.
