Solano County's Behavioral Health mission is to provide mental health services and support in Solano County that are person-centered, safe, effective, efficient, timely and equitable, that are supported by friends and community, that promote wellness/recovery, and that fully incorporate shared decision making between consumers, family members and providers.
Solano County Behavioral Health dedicates itself to the care of Solano residents to help them remainin the community so that they can progress in their recovery and benefit from natural supports, avoiding institutionalization. Behavioral Health provides psychiatric services to Solano Community in an integrated health care environment in three adult and child outpatient clinics located in Vallejo, Fairfield, and Vacaville.

Behavioral Health is currently looking to fill the following Mental Health Clinical Supervisor positions. The eligible list will be used to also fill any other vacancies as the need arises.
The Mental Health Clinical Supervisor will be responsible to develop and oversee staff development processes that include mental health and substance use training, internships, wellness and clinical onboarding. This position plans and coordinates a robust BH staff training program, internship program, and mentorship/coaching programs; facilitates implementation of appropriate change management initiatives; and reviews current County and HSS development programs to ensure alignment with BH goals and objectives. Assesses county and contractor needs to drive training initiatives and identifies suitable training solutions for clinical and administrative staff. Develops and coordinates clinical supervision processes for registered staff or interns, in coordination and support of MH Clinical Supervisors; helps clinical supervisors attain and retain BBS supervision requirements. Conducts clinical training as the lead trainer as appropriate and seeks to develop staff as co-trainers or facilitators for evidence-based practices and other Division trainings for sustainability. Tracks and reviews performance metrics that include hiring, retention, resignation rates as well as demographics and longevity to reevaluate staff engagement and ensure diversity and equity needs. Conducts stay and exit interviews to identify gaps and improvement areas. Works closely with Divisions, Colleges/Universities, HR and County counsel to develop and coordinate staff and intern processes. Additional duties will include participation on varied committees and workgroups and regular interface with contract providers, community partners, and other county divisions. The incumbent has clinical direct service experience working with both children’s and adult services and has a track record of supervising and supporting clinical best practices and training initiatives.
The Mental Health Clinical Supervisor will oversees the daily operations of a Full Service Partnership (FSP), which is a high intensity community-based multidisciplinary team serving people who have serious mental health challenges and who may also be involved in the criminal justice system and have co-occurring substance use challenges. Program oversight includes maintaining and enhancing the evidence-based model (ACT) within the team and supervision of clinical services provided to licensed and unlicensed clinicians, mental health and co-occurring specialists, peer specialists and an OA II; insuring program compliance with county policies and procedures; promoting efficient unit performance through the use of program data analysis and monitoring of staff productivity. This supervisor needs to be able to support line staff in assessing and managing clinical and forensic risk and maintaining a 'whatever it takes' approach to engagement and support. This supervisor frequently interfaces with hospitals, residential facilities, judges, probation, attorneys and other healthcare providers, making professionalism and excellent communication skills a must. Given the fast-paced nature of this program, efficient work habits and flexibility are necessary.
The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies as the need arises.
POSITION REQUIREMENTS
Education and Experience:
At least one year of experience in providing clinical and/or administrative oversight to newly hired and/or lower level staff in a mental health setting; AND
Two years of experience equivalent to the Mental Health Clinician (Licensed) in Solano County OR Four years of experience following licensure or registration for licensure in a mental health related setting providing direct services to mentally or emotionally disabled persons, including dual diagnosis and addiction issues for those assigned to the substance abuse settings; AND
Current licensure by the State of California Board of Behavioral Science Examiners as either a Marriage and Family Therapist (MFT) or Licensed Clinical Social Worker (LCSW), or current licensure by the State of California Board of Psychology as a Psychologist.
Note: Loss of the required State licensure shall result in termination or reassignment, if such a vacancy exists and the incumbent meets the minimum requirements for the vacant position. (Such action will be taken in accordance with Civil Service Commission rules).

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,671.27 per month for 2022. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.
Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.
Solano County participates in CalPERS retirement and contributes to Social Security.
The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holiday(s) per year.
Vacation is accrued at approximately 10 days per year for the first 3 years. Sick leave accrues at approximately 12 days per year.
Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.
