THE POSITION

As an Information Technology Analyst - Principal (GIS Manager) within the GIS Systems Team you will apply advanced levels of specialized and technical analytical skills and knowledge within the disciplines of Geographic Information Systems, remote sensing, web application development, and Global Positioning Systems while serving as team leader/project manager for designated major systems including an ESRI Enterprise Portal Azure environment as well as various AGOL instances. You will perform the most difficult tasks within the Information Technology Analyst series including providing advanced technical support to system users. You will provide lead direction to software development, network/systems administration, service desk, or security and database systems, other Information Technology Analysts, and/or consultants on assigned systems design, or infrastructure and maintenance projects.  Supervision from our Regional GIS Senior Manager.  You may also receive functional direction from the Assistant Director and/or Chief Information Officer. Part of your responsibilities may also include functioning as a project manager and/or team leader over technical and professional staff.

We currently have one (1) opportunity within our Geographic Information Systems Team!

As an Information Technology Analyst - Principal (GIS Manager), you will be prominent member of our GIS team supporting the Central IT department of the County of Solano, eighteen (18) county departments with over 3,000 employees across multiple industries, ultimately providing service to over 447,643 constituents.  In addition, you will help support our thirteen (13) regional GIS consortium partners.

As a member of our GIS Team, you will primarily support our county departments which have the highest demand for GIS applications and data use.  You will use your expertise in web applications and data management to help create viable and functional GIS applications to support county end-users while maintaining the highest quality of GIS data sources with appropriate metadata. 

POSITION REQUIREMENTS 

EDUCATION: Bachelor’s degree from an accredited college or university, preferably in Information Technology or related field. 
AND 
EXPERIENCE:  Six (6) years of information technology systems and/or application development and support experience including two (2) years of project lead or supervisory responsibility. 

Note: Additional experience may substitute on a year for year basis for the educational requirement.  

OTHER REQUIREMENTS
  • Licensing, Certification and Registration Requirements: Applicants may be required to possess a valid California Driver’s License, Class C.  
  • Some positions in this class will require technical certifications demonstrating expertise in specific bodies of knowledge.

BENEFITS/ WHAT'S IN IT FOR YOU?

 

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,586.60 per month for 2021. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes twelve (12) full day fixed and two (2) half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive two (2) floating paid holidays per year. 

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Employees in this class are also eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.
