The Department of Resource Management is a comprehensive agency comprised of the Public Works, Building and Safety, Planning Services, Environmental Health Services, Parks, and Administrative Services Divisions. The department provides for the well-being of Solano County's present and future residents and the public at-large through administration and enforcement of Federal, State, and Local laws and policies pertaining to transportation, building construction, land use planning environmental health, and recreation.

The Delta Water Activities unit monitors, engages, and makes proactive actions related to Delta and other water related plans, programs, and projects at the federal, state, and local levels that have potential to impact the County. It provides support to Board members, the Board's Legislative Committee, and County departments in evaluating water-related legislation and bond initiatives, regulations, and policy development.

THE POSITION

The Hydro-Geological Analyst supports the Water and Natural Resources Program Manager by conducting and analyzing independent research, and supervising assigned staff on water and natural resources related programs or projects.  In this role you would responsible for developing policy recommendations and strategies, and implementing changes on water and natural resource management programs. Additionally, the Hydro-Geological Analyst coordinates and presents complex information, findings, and recommendations to local, regional, federal, and public stakeholders on natural resource and water related issues advocating County policies, considerations, and goals.

 

POSITION REQUIREMENTS

Education:  Bachelor’s degree or higher from an accredited college or university with a major in urban planning, environmental planning, environmental sciences, water resources, natural resources, civil engineering, geology, hydrogeology, or a closely related field.

AND

Experience:  Five (5) years of full-time paid experience in providing oversight in water resource planning, water policy development, natural resource planning, long range planning and environmental review process, water quality or water remediation protection or planning, or water supply protection or planning, or any other related fields, or combination thereof, and one (1) year of lead or supervisory experience in any field.

 

LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS:

·         Possession of a valid California Driver’s License, Class C is required upon date of hire. California Driver’s License must be kept current while employed in this class.

·         Possession of a California registration or license as a Geologist, Engineering Geologist, Hydrologist, or Civil Engineer is highly desirable, but not required.

BENEFITS/ WHAT'S IN IT FOR YOU?

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1586.60 per month for 2021. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security.  

The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holiday(s) per year.     

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.

Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
