The Department of Resource Management is a comprehensive agency comprised of the Environmental Health Services, Building and Safety, Planning Services, Public Works, Parks and Administrative Services Divisions and Delta Water Activities. The department provides for the well-being of Solano County's present and future residents and the public at-large through administration and implementation of Federal, State, and Local laws and policies pertaining to environmental health, building construction, land use planning, transportation and recreation.

The Environmental Health Services Division is responsible for protecting public health and the environment by implementing environmental health programs in three broad areas:

  • The Consumer Protection Program which provides assistance for consumer-oriented facilities such as those related to retail food or recreational health programs.
  • The Technical Services Program which ensures proper liquid and solid waste disposal, land uses, and water supply. 
  • The Hazardous Materials Program which helps businesses meet hazardous materials storage and disposal requirements and fuel tank operation.

THE POSITION

The Civil Engineer-Environmental is a fully qualified professional position, performing specialized engineering duties that relate to protection of public health and the environment. In this position you would be responsible for conducting and reviewing difficult and complex plan reviews, inspections, and hydrological studies; and for preparing and reviewing reports, specifications, technical documents, and plans relating to soil, water, hydrology, land uses, and disposal of solid and liquid wastes, typically for rural unincorporated areas. This may involve review of complex septic systems, stability studies at landfills, and evaluation of soil and water resources and supplies, among other duties. The position acts as a liaison and consults with other agencies and groups in the performance of duties.

POSITION REQUIREMENTS:

Experience:   Three years of environmental or civil engineering experience with an emphasis on hazardous substances and water quality; at least one year of which should be at a level comparable to Entry Level Civil Engineer.  

Education/Training:   Bachelor’s degree from an accredited college or university in Civil or Environmental Engineering is required.

Licenses:  Possession of a valid license as a Registered Civil Engineer or a Professional Engineer in the State of California by the California State Board of Registration for Professional Engineers is required.

Possession of or ability to obtain a valid Class C California driver’s license may be required.

BENEFITS/ WHAT'S IN IT FOR YOU?

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1586.60 per month for 2021. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security.  

The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holiday(s) per year.     

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

 Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Paid Time Off for every full hour worked.

Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule.
