    THE POSITION

    The Health Services Administrator plans, organizes and directs one or more major specialized public health programs and assists the Deputy Director in division administration and serves as a member of the department's management team. The Health Services Administrator is responsible for the management of one or more public health program(s) and for assisting the Deputy Director in planning and organizing overall operations.

    We are currently recruiting for a Health Services Administrator over the Older and Disabled Adults Services ("ODAS") Bureau in Public Health. As the Health Services Administrator for the ODAS Bureau in Public Health, you will be responsible for managing staff/personnel of around 80 personnel, a large budget, and working closely with community based organizations representing high risk populations within the community that includes older and disabled adults. You will be responsible for managing contracts and will act as the appointing authority for all hiring that occurs in the ODAS Bureau. You will oversee contracts with State and community based organizations and will need to navigate and understand the contract process and request for proposal process. As the Health Services Administrator over ODAS, you will need to understand how to develop proposals for contract services by coordinating with community based organizations and other key stake holders to gather all the necessary information. You will be working in a diverse community and will need to develop programs that are efficient, effective and equitable. You will also oversee quality improvement programs and initiatives to ensure they are implemented throughout the ODAS Bureau.

    This position is an “at-will” senior management position and is exempt from the civil service; incumbents serve at the discretion of the appointing authority.

    POSITION REQUIREMENTS

    Experience

    Five years of progressively responsible experience in the delivery of community public health as a Nurse or Health Educator that includes direct program management and supervision of professional staff coupled with experience in public administration including budget preparation, program planning/evaluation and supervision.

    AND

    Education

    Bachelor's degree is required from an accredited college or university preferably with a major in Public Health, Business or Public Administration, Nursing or a related field. A Master's degree in public health, or certificate in Public Health Nursing, Registered Dietitian, or a license as Clinical Nurse Specialist or Nurse Practitioner issued by the California State Board of Nursing preferred.

    OTHER REQUIREMENTS

    • Possession of or ability to obtain a valid Class C California driver's license may be required.

    BENEFITS/ WHAT'S IN IT FOR YOU?

    Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2021 calendar year is $1,586.60 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

    Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

    Solano County participates in CalPERS retirement and contributes to Social Security.

    The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holiday(s) per year. 

    Vacation is accrued at approximately 15 days per year for the first 10 years. Sick leave accrues at approximately 12 days per year.

    Effective July 1 of each year, 80 hours of administrative leave is granted.

    Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years. 

    Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.
