Solano County's Behavioral Health Mission is to provide mental health services and support in Solano County that are person-centered, safe, effective, efficient, timely and equitable, that are supported by friends and community, that promote wellness/recovery, and that fully incorporate shared decision making between consumers, family members and providers. 

Solano County Behavioral Health dedicates itself to the care of Solano residents to help them remain in the community so that they can progress in their recovery and benefit from natural supports, avoiding institutionalization. Behavioral Health provides psychiatric services to Solano Community in an integrated health care environment in three adult and child outpatient clinics located in Vallejo, Fairfield, and Vacaville.

The Position

This is a leadership position responsible for a variety of duties that include behavioral health clinical services, administrative oversight, program planning and inter-departmental and community relations.  This position works very closely with the Chief Behavioral Health Director, Deputy Director, and Administrator for Children’s Programs to effect systemic change through recovery and diversity, cost containment, clinical and quality improvement, and other system-wide goals.  This position is expected to participate in collaborative leadership and represent the Behavioral Health Division to the County, community, and statewide partners. 

Duties may include: Oversee adult specialty mental health and integrated substance use/co-occurring services (Mental Health Plan and Drug Medi-Cal Waiver) within the County and contracted programs to implement and assure a high-quality of evidence based services offered in a cost efficient manner; Support with Human Resources needs of the Division, and closely interface with HR, County Counsel, HSS Department leadership on issues related to payroll, hiring, and progressive discipline; Contract preparation, negotiation, and review of/for contract amendments; Procure and analyze data related to current utilization, quality assurance, and other Division performance measures of interest; Coordination with Quality/Compliance to assure clinical systems are fully aligned with requirements and care standards; Interface with Labor organizations; Represent the Division in Community Collaborations.

POSITION REQUIREMENTS:

Education: Master’s degree in a field directly related to the assignment; and

Experience: Five years of professional level public health or social services experience, of which three years must have included program management and supervision of professional and supervisory staff coupled with experience in public administration including budget preparation, program planning/evaluation and supervision. OR

Education: Bachelor’s degree in a field directly related to the assignment; and

Experience: Seven years of professional level public health or social services experience, of which three years must have included program management and supervision of professional and supervisory staff coupled with experience in public administration including budget preparation, program planning/evaluation and supervision. 

LICENSING / CERTIFICATION REQUIREMENTS 

  • Registered Nursing License issued by the California State Board of Registered Nursing
  • Nurse Practitioner License issued by the California State Board of Registered Nursing
  • Public Health Nursing Certificate issued by the California State Board of Registered Nursing
  • Marriage and Family Therapist License issued by the California Board of Behavioral Science Examiners
  • Clinical Social Worker License issued by the California Board of Behavioral Science Examiners
  • Clinical Psychologist License issued by the California Board of Psychology
  • California Driver’s License, Class C

    • BENEFITS

      Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1586.60 per month for 2021. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

      Dental and vision insurances for the employee and eligible dependents are paid 100% by the County. 

      Solano County participates in CalPERS retirement and contributes to Social Security.    

      The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holiday(s) per year. 

      Vacation is accrued at approximately 15 days per year.

      Sick leave accrues at approximately 12 days per year.  

      Effective July 1 of each year, 80 hours of administrative leave are granted.

      Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30, and 35 years. Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.
