The Department of Resource Management is a comprehensive agency comprised of the Environmental Health Services, Building and Safety, Planning Services, Public Works, Parks and Administrative Services Divisions and Delta Water Activities. The department provides for the well-being of Solano County's present and future residents and the public at-large through administration and implementation of Federal, State, and Local laws and policies pertaining to environmental health, building construction, land use planning, transportation and recreation.

The Environmental Health Services Division is responsible for protecting public health and the environment by implementing environmental health programs in three broad areas:

  • The Consumer Protection Program which provides assistance for consumer-oriented facilities such as those related to retail food or recreational health programs.
  • The Technical Services Program which ensures proper liquid and solid waste disposal, land uses, and water supply. 
  • The Hazardous Materials Program which helps businesses meet hazardous materials storage and disposal requirements and fuel tank operation.

THE POSITION

The Environmental Health Manager serves as the Director of Environmental health, planning, organizing and directing the work of the Environmental Health Services Division and its environmental health programs to ensure a safe and clean environment by maintaining public and private compliance with federal, state and local laws and regulations regarding environmental health. In this position you would be part of the Department's management team and responsible for developing and implementing operational policy for the division, as well as assisting with budget development and maintenance, fee recommendations, and grant management.  

The ideal candidate will possess and practice the following competencies:

  • Understanding, interpreting, and ensuring compliance with laws and regulations in a manner that achieves environmental health protection using a balanced approach to meet the needs of the regulated industry and the community 
  • Applying technical subject matter to the job
  • Engaging effectively in dialogue & formally delivering information to groups, other agencies, and elected officials 
  • Establishing rapport and maintaining mutually productive relationships
  • Evaluating, prioritizing, and implementing the use of fiscal and material resources to maximize organizational effectiveness

Top candidates will have the ability to identify potential issues and opportunities, thrive in a fast-paced work environment both individually and as part of a team, and through directions to others, be able to meet deadlines and achieve positive outcomes.

POSITION REQUIREMENTS

Experience: Three (3) years of experience in the field of Environmental Health regulation and enforcement, two of which include lead/supervisory experience and extensive public contact.

Education: A Bachelor’s degree is required from an accredited college or university, preferably in Environmental Health, Chemistry, Biology or a closely related field.

Special Requirement: Must have a valid California registration as an Environmental Health Specialist.

BENEFITS/ WHAT'S IN IT FOR YOU?

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2021 calendar year is $1,586.60 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holidays per year. 

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Effective July 1 of each year, employees are granted 80 hours of Administrative Leave.

Employees in this class are also eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years. Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.
