WHY WE EXIST

It is the mission of the County Counsel's Office to serve as the civil legal advisor for the Board of Supervisors, County officials and departments, County boards and commissions, the Solano County Office of Education, the Solano County Grand Jury, schools, special districts and other public entities in the County. The County Counsel provides advice on a wide variety of legal matters ranging from the Americans with Disabilities Act to Zoning. The County Counsel's duties also include litigating civil actions on behalf of its public clients, and representing the County in juvenile dependency and conservatorship proceedings.

THE POSITION

Under general direction, the incumbent will analyze, review, investigate, and adjust liability claims filed against the County; the incumbent will coordinate, and oversee claims processing and claims management activities; the incumbent will provide advice and consultation to County Counsel and the Board of Supervisors on the status and settlement of claims; conduct pre-trial investigations and discovery in tort and civil litigation where the County or its officers and employees are a named party; the incumbent will set reserves; settle claims up to a pre-determined amount; generate reports regarding claims and litigation expenditures; perform all claims and investigations work; recommend and administer policies and procedures; and represent the County during litigation hearings held in Small Claims Court. 

This position is an “at-will” senior management position and is exempt from the civil service; incumbents serve at the discretion of the appointing authority.

THE IDEAL CANDIDATE

The County of Solano seeks a Claims and Civil Litigation Manager who has exemplary organizational leadership, conflict resolution, legal and political acumen to represent the County’s interests.

The ideal candidate has experience in practices and procedures of administering claims including investigation, evaluation and settlement strategies. The ideal candidate is familiar with investigative methods including securing statements from witnesses, collecting evidence, accident reconstruction methods, and laws pertaining to evidence collection. The ideal candidate is also familiar with technical medical terminology and general psychology principles relating to the cause and treatment of injuries and emotional stress claims.  Additionally, the ideal candidate also has experience appearing in court on small claims matters and participating in mediation. 

A strong candidate has a general understanding of California government tort liability statutes, knowledge of the California Vehicle Code, the California Government Code, and legal decisions pertaining to personal, casualty and property liability as well as federal law as it applies to constitutional claims in civil litigation.

POSITION REQUIREMENTS

EDUCATION AND EXPERIENCE: 

Education: A Bachelor's degree from an accredited college or university with a major preferably in Public Administration, Business Administration, Finance, Accounting, or a related field; AND 

Experience: Five (5) years of professional level experience reviewing, evaluating, investigating, and settling public entity tort liability claims, which must have included bodily injuries, personal injuries, and damages to properties, as well as litigation management. 

Note: Additional experience may substitute on a year for year basis for the educational requirement.

BENEFITS/ WHAT'S IN IT FOR YOU?


Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $$1,586.60 per month for 2021. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage. 

Dental and vision insurance for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security.

The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this employee unit receive 1 floating paid holiday(s) per year.  

Vacation is accrued at approximately 15 days per year for the first 3 years. 

Sick leave accrues at approximately 12 days per year. 

Effective July 1 of each year, 80 hours of administrative leave is granted.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years.
