Providing Public Assistance and Employment Services to Solano County
The Employment and Eligibility Services Division within the Health and Social Services Department assists citizens to become more independent and productive through programs designed to reduce dependency on welfare and promote personal responsibility. Also, it provides eligibility determination and benefit issuance for customers who apply for various public assistance benefits.

The Project Manager plays an integral role in supporting the mission of the department by its management responsibility over a variety of administrative and fiscal activities. You will manage an assigned project or projects within your assigned department or division, and will participate in the implementation of goals, objectives, policies and priorities. You will assist in ensuring compliance with laws, regulations and professional standards. This class may be used for complex, sensitive programs that require the interaction with a variety of departments, outside agencies, business groups, and/or community groups.
The current vacancy is in the Health and Social Services Department, Employment & Eligibility Services Division.
As the Project Manager assigned Employment & Eligibility Services, you will take a lead role in business process change, training planning, and project communication for the CalWIN/CalSAWS conversion project. You will be highly knowledgeable in CalWIN and the current ancillary systems used by eligibility staff to administer public assistance benefits. You will possess strong change management skills, strong written and oral communication skills, knowledge of Employment & Eligibility operations and procedures, and the ability to coordinate tasks across multiple stakeholders, maintain timelines and schedules for the project and report regularly on progress of the project to a diverse audience.
The current vacancy is for a regular limited term position. The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur throughout the County.
POSITION REQUIREMENTS
Experience: Three (3) years of professional level, public or private sector administrative experience involving fiscal, operational, and/or legislative analysis.
Education: Bachelor’s degree is required from an accredited college or university, preferably in Business Administration, Public Administration, Economics, Political Science, or closely related field. A Master’s degree is desirable. See Document Submittal Requirements section below for more information.

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2020 calendar year is $1,498.55 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.
Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.
Solano County participates in CalPERS retirement and contributes to Social Security.
The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holidays per year.
Vacation is accrued at approximately 10 days per year for the first 3 years.
Effective July 1 of each year, 80 hours of administrative leave off is granted.
Sick leave accrues at approximately 12 days per year.
Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.

SPECIAL REQUIREMENTS
Possession of, or ability to obtain, a valid California Class C Driver’s License may be required.
Independent travel may be required to various work sites and client residences.
Candidates for some positions in this class will be required to pass a background investigation in accordance with applicable law, regulation, and/or policy.
To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE. Applicants who have a service connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.
Veteran applicants for initial County employment with an honorable or general under conditions discharge shall receive five (5) points added to their combined score. Disabled veterans rated at not less than 30% disability shall have ten (10) points added to their combined score. Veteran’s preference points will only be added to passing scores in competitive open examinations.
