The Position

 

Expanding & Sharing Technology throughout the County  


Solano County Department of Information Technology is recruiting for an

 Information Technology Manager to oversee the Law and Justice Division.

 

The Information Technology Manager plans, organizes and manages the work of a team of professional staff engaged in the implementation and maintenance of complex computer systems.   As part of the IT Leadership Team, this individual will participate in department wide strategy formulation of department goals, with a focus on implementing and enforcing county wide standards in the area of Law & Justice (L&J).  They will also assist key stakeholders in the business to understand the county's need for standards platforms.    

In addition to enterprise wide IT responsibilities, the role oversees the Law and Justice Departments IT needs.  L & J is comprised of: Sheriff, Probation, District Attorney, and Public/Alternate Defender Offices.  The team also supports Public Safety systems (data and communication) hosted by the Sheriff’s Office and used by all Solano Public Safety agencies.


This position is an “at-will” senior management position and is exempt from civil service; employer may end the employment relationship at any time and with or without notice and with or without cause.

Information Technology ManagerLaw and Justice Division will oversee and provide guidance to the Law and Justice IT Team which consists of staff embedded in the Sheriff’s Office, Office of Probation, District Attorney’s Office, and the Public/Alternate Defender’s Office. This team includes a IT Analyst Principal who performs the duties of the Sheriff’s Technical Services Manager, and a Sr. Radio Technician (Supervising) who supports the County Public Safety Communication Infrastructure.

The Law & Justice IT Manager is expected to be a strategic partner with Law and Justice departments’ executive and senior leadership and will provide CJIS security compliance guidance for existing and new criminal justice technology solutions. They will facilitate the management of the DOIT Law & Justice data center which is housed within the Sheriff’s Office and hosts the Solano CLETS/CJIS network, the Solano Radio Core and the Solano Public Safety WAN.

This role is expected to represent the County & Sheriff technology on all countywide Public Safety data projects, such as the CJIS data WAN replacement and RIMS Collaborate Hub. They will provide the global “Solano Technology Status” to at the Monthly Commander’s Meeting, represent Solano at the Contra Costa County ARIES Regional data sharing meetings, and may attend the Statewide Data Sharing Task Force.

Ideal Candidate Statement

POSITION REQUIREMENTS

EDUCATION:  Bachelor's degree is required from an accredited college or university, preferably in Information Technology, Management Information Systems, Networking or a closely related field. 

EXPERIENCE:  Five (5) years of progressively responsible experience in systems development and analyses functions for information technology/data systems.

BENEFITS


Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2020 calendar year is $1,498.55 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security.    

The County observes 12 fixed, paid holidays per year.    

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Additionally, employees in this bargaining unit receive two (2) floating paid holidays per year.                                                                                                                                 

Effective July 1 of each year, 80 hours of administrative leave time off is granted.


Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years.  Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Time Off for every full hour worked.
