THE POSITION

The Policy & Financial Manager, under general direction of the Director of Administrative Services, manages the planning, preparation, and analysis of budgets for assigned program areas which may include Social Services, Health Services, Family Health, and Behavioral Health; oversees the analysis of complex and diverse financial information and the provision of support data essential for program planning and outcome measurements; and supervises employees in professional, technical and clerical classes. Serves as Director of Administrative Services in his/her absence.

We are looking for an experienced, highly skilled and well-rounded financial leader to oversee the Health Services and Family Health Services divisions of the Health and Social Services department.  The position is responsible for budget development, financial reporting, grants claiming, billing,  and contract management.  In addition to the minimum qualifications listed below, the ideal candidate will also exemplify the following critical attributes for success:

 

  • Ability to identify and analyze complex financial issues including budgetary and financial reporting impact of changes in legislation.
  • Demonstrated knowledge, experience and expertise in the areas of federal and state reporting requirements, public finance and budgeting,  financial accounting, government contracting.
  • Political astuteness, possessing the skills necessary for identifying, navigating and successfully interacting within the dynamics of the organization.
  • Collaborative leadership style that promotes effective problem solving and open communication within and outside the department. 
  • Ability to manage, coach, and direct a team of fiscal staff with varying levels of skills and background.
  • Ability to thrive in an environment of constantly changing financial landscape and competing demands.

This position is an "at-will" senior management position and is exempt from the civil service; incumbents serve at the discretion of the Appointment Authority.  

POSITION REQUIREMENTS

Education:  Bachelor’s degree or higher from an accredited college or university with a major in Accounting, Finance, Business Administration, Public Administration, Political Science, Economics or a related social science field or a closely related field;

AND

Experience:  Five years of full-time paid experience involving fiscal management, operational, and/or policy analysis functions in a public sector agency that included two years in a supervisory capacity.  

SPECIAL REQUIREMENTS

  • Applicants are required to possess a valid California Driver's License, Class C.

BENEFITS/ WHAT'S IN IT FOR YOU?

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,498.55 per month for 2020 and $1,586.60 per month for 2021. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes twelve (12) full day fixed and two (2) half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive two (2) floating paid holiday per year. 

Vacation is accrued at approximately 15 days per year for the first 10 years.

Effective July 1 of each year, 80 hours of administrative leave/attorney time off is granted.

Sick leave accrues at approximately 12 days per year. 

Employees in this class are also eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.
