Solano County Behavioral Health dedicates itself to the care of Solano residents to help them remainin the community so that they can progress in their recovery and benefit from natural supports, avoiding institutionalization. Behavioral Health provides psychiatric services to Solano Community in an integrated health care environment in three adult and child outpatient clinics located in Vallejo, Fairfield, and Vacaville.

THE POSITION

Under administrative direction, Mental Health Clinician (Licensed) provides mental health treatment services for mental, emotional, behavioral, and chemically dependent disorders in in-patient or out-patient settings, including assessment, diagnosis, crisis intervention, individual and group counseling, non-medical psychotherapy, and initiation of involuntary holds. Incumbents provide and oversee both treatment and continuing care, prepare reports and maintain records related to patient or client services, and related duties as required.

The following teams/units exist within the Behavioral Health Division:

  • The Quality Improvement Team works with all Mental Health Plan programs to support documentation practices, facilitate clinical trainings and support activities, collect and analyze healthcare data, and assist programs to effectively ensure that State and federal requirements are being implemented.
  • The Triage Unit focuses on early engagement, crisis management, clinical assessment and supportive services for individuals with serious mental illness, co-occurring substance use disorders and criminal justice involvement.
  • The SMART Team supports clients who are CalWORKS Welfare-to-Work recipients who suffer from mental health, substance use and/or domestic violence issues which reasonably prevent them from looking for employment or maintaining employment. The team offers clinical assessments and provide individual/family/group therapy services and case management services.
  • The Integrated Care Clinic serves adult clients with serious and persistent behavioral health issues. The mental health clinician provides clinical assessment, diagnosis, and treatment planning and assist in determining levels of care including involuntary holds, provide individual and group therapy when indicated, and facilitate brief case management.
  • The Children’s Full Service Partnership Team is comprised of a multidisciplinary team that provides intensive mental health services to children and families in the home and community. This team members work collaboratively with the family and other ancillary services to provide a team approach to meet the needs of the child and family.
  • The Adult Full Service Partnership Team provides Assertive Community Treatment (ACT) to adults who have been recently hospitalized, incarcerated, or are at risk of being hospitalized due to the severity of their mental health symptoms in combination with insufficient social supports and co-morbid medical and/or substance abuse conditions.

The eligible list established from this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur or the need arises.

POSITION REQUIREMENTS 

Education and Experience

Two years of post Master’s degree supervised experience in a mental health related setting providing direct services to mentally or emotionally disabled persons, including dual diagnosis and addiction issues for those assigned to the substance abuse settings;

AND

Current licensure by the State of California Board of Behavioral Science Examiners
as either a Marriage and Family Therapist (MFT) or Licensed Clinical Social Worker (LCSW).

Note: Loss of the required State licensure shall result in termination or reassignment, if such a vacancy exists and the incumbent meets the minimum requirements for the vacant position. (Such action will be taken in accordance with Civil Service Commission rules).

BENEFITS/ WHAT'S IN IT FOR YOU?

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2019 calendar year is $1,498.09 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.    

Solano County participates in CalPERS retirement and contributes to Social Security.    

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.  

The County observes 12 fixed, paid holidays per year.    

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Paid Time Off for every full hour worked.

SPECIAL REQUIREMENTS

Driver’s License : Possession of, or ability to obtain,  a valid California Class C Driver’s License may be required at the time of appointment.  Loss of the Class C Driver’s License is a cause for discipline.  Individuals who do not meet this driver’s license requirement due to a physical disability will be considered for accommodation on a case-by-case basis.

SUPPLEMENTAL INFORMATION

Psychotherapy : Incumbents provide non-medical psychotherapy to clients in accordance with State law and regulation as individual licensing permits.
 
Travel:  Independent travel may be required to various work sites and client residences.
 
Candidates for some positions in this class will be required to pass a background investigation in accordance with applicable law, regulation, and/or policy.
 
Child Abuse Reporting: Selectees for employment must, as a condition of employment, sign a statement agreeing to comply with Section 11166 of the California Penal Code relating to child abuse reporting.

VETERANS PREFERENCE POINTS

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.  A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE.  Applicants who have a service connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.
