This Mission of General Services is to provide reliable, quality, innovative services that promote a safe and healthy place to live, learn, work and play. The Department of General Services unifies six divisions through centralized direction and administration, providing services to other County Departments and the public. These departments are: Capital Projects Management, Central Services/Purchasing , Facilities Operations, Fleet Management, Nut Tree Airport and Real Estate Services.

The Position

Solano County’s Fleet Manager serves as a member of the department's senior management team. The Fleet Manager plans, organizes and directs the fleet management program, including acquisition, utilization, repair and replacement of the vehicle and equipment fleet, heavy equipment and other associated machinery. The Fleet manager also prepares, develops and manages the approved divisional operating budget, makes policy recommendations and establishes administrative procedures for all County transportation vehicles. The Fleet Manager supervises technical and clerical staff and participates in the development of in-service training programs.

The ideal candidate will possess both the technical skills to supervise, organize and perform the operations and maintenance of a large fleet with desired knowledge and experience in the following areas:

  • Planning infrastructure for future fleet development
  • Trends and technological developments pertaining to efficient automotive service, fueling and maintenance techniques
  • Fleet procurement, charge back systems, utilization and operational management
  • Public administration including preparation of budgets, funding proposal, program planning evaluation, supervision and training
  • Interpret political and administrative direction and incorporate it into operational policy and procedure
  • County Personnel Rules, safety procedures, California Vehicle Code
  • Determine and evaluate levels of achievement and performance
  • Interview employees and recommend personnel actions
  • Communicate effectively with people of diverse socio-economic backgrounds and temperaments
  • Effectively delegate responsibility and authority to others

POSITION REQUIREMENTS

Experience:  Five (5) years of progressively responsible experience in equipment or fleet management, two of which included two years of supervisory or management level experience.

Education/Training:  Associates degree is required, preferably in automotive services, business administration, business management or a related field.

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2019 calendar year is $1,489.09 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security.

The County observes 12 fixed, paid holidays per year.

Vacation is accrued at approximately 15 days per year for the first 10 years.

Sick leave accrues at approximately 12 days per year.

Effective July 1 of each year, 80 hours of administrative leave is granted.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30, and 35 years.

Selection Process

04/25/19 – First application review deadline to submit application and required documents.
05/06/19 – Tentative week for oral board exam for most qualified applicants.

Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received, the selection process may consist of an initial application screening, a mandatory information meeting, a supplemental questionnaire assessment, a written and/or practical exam, an oral board exam, or any combination listed. Responses to supplemental questions may be used as screening and testing mechanisms and will be used to assess an applicant’s ability to advance in the process; as such, responses to supplemental questions should be treated as test examination responses. Incumbent may be required to work outside normal business hours.
