Expanding & Sharing Technology throughout the County
The Information Technology Manager plans, organizes manages the work of a team of professional staff engaged in the development, implementation and maintenance of data processing management information including the management of complex computer systems, database design and administration for the County’s Health and Human Services Department.
This position is an “at-will” senior management position and is exempt from the civil service; incumbents serve at the discretion of the appointing authority.
There are currently two vacancies for Information Technology Manager in the Department of Information Technology.
Information Technology Manager - Enterprise Resource Planning (ERP) & Property Tax System Manager will be responsible for managing the Enterprise Resource Planning (ERP) team which owns and operates PeopleSoft HR, our property management system, Granicus, and our financial system one solution. The team is currently focused on the engineering and production operations components and are responsible for design, development, and break/fix activities. This ERP Information Technology Manager will be expected to engage as an strategic partner with relevant lines of business executive and senior leadership and drive the department's technical standards and move the various other departments forward towards their long term business goals using technology as a business enabler. This role will be expected to represent Solano County on all ERP & software engineering initiatives such as the property tax replacement project and longer term ERP update/replacement initiatives. Creating standards across the ERP space—with ERP and software development as a focus- as well as ensuring that what is being engineered is turned over to the operations team is essential. Participates as the business owner/technical owner of ERP projects and all software development activities for the organization. Works closely with architects, project managers, developers, testers and production operations staff in developing solutions based on standard frameworks.
The ideal candidate for this position should have experience with:
Information Technology Manager - Health and Social Services will be responsible for managing the Health and Social Services (H&SS) IT Team which consists of two teams focused on Public Health and Behavioral Health respectively, components that are responsible for design, development, and delivery of data from operational systems and files into staging areas, operational data stores, data lakes, data warehouses, data marts and other defined downstream data repositories. This H&SS Information Technology Manager will be expected to engage as an strategic partner with H&SS executive and senior leadership and drive the department's technical standards and move the H&SS department forward towards their long term business goals using technology as a business enabler. The role will be expected to represent Solano County on all data initiatives such as governance committees and steering level advisory boards where applicable. Creating standards across the data services—with H&SS as a focus- as well as ensuring that what is being engineered is turned over to the operations team is essential. Participates as the business owner/technical owner of Data Services HSS projects that are delivering large scale enterprise data analytic solutions. Works closely with architects, project managers, developers, testers and production operations staff in developing data based solutions.
The ideal candidate for this position should have experience with:
POSITION REQUIREMENTS
EDUCATION: Bachelor's degree is required from an accredited college or university, preferably in Information Technology, Management Information Systems, Networking or a closely related field.
EXPERIENCE: Five (5) years of progressively responsible experience in systems development and analyses functions for information technology/data systems.

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2019 calendar year is $1,498.09 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.
Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.
Solano County participates in CalPERS retirement and contributes to Social Security.
The County observes 12 fixed, paid holidays per year.
Vacation is accrued at approximately 10 days per year for the first 3 years.
Sick leave accrues at approximately 12 days per year.
Effective July 1 of each year, 80 hours of administrative leave time off is granted
Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years. Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Time Off for every full hour worked.
