Introduction

Solano County's Behavioral Health mission is to provide mental health services and support in Solano County that are person-centered, safe, effective, efficient, timely and equitable, that are supported by friends and community, that promote wellness/recovery, and that fully incorporate shared decision making between consumers, family members and providers. 

 

Solano County Behavioral Health dedicates itself to the care of Solano residents to help them remainin the community so that they can progress in their recovery and benefit from natural supports, avoiding institutionalization. Behavioral Health provides psychiatric services to Solano Community in an integrated health care environment in three adult and child outpatient clinics located in Vallejo, Fairfield, and Vacaville.   

 

Our Services: In addition to outpatient psychiatric services, the Behavioral Health Division offers the following to its clients:

  • Case  Management
  • A.C.T. model services (Full Service Partnerships)

THE POSITION

The Mental Health Services Manager organizes, directs and supervises the activities of one or more mental health clinics to serve a population group within the County; assists in the development, implementation and evaluation of policies and procedures related to clinic operations; provides staff support to higher level management within the assigned division; serves as a member of the department's management/supervisory team.

The immediate opening is in the adult system of care overseeing teams and programs that serve individuals with co-occurring mental health and substance use challenges, complex and acute transitions, criminal justice and housing needs.

The Ideal Candidate

Will have the ability to:

  • lead program development
  • develop and manage contracts and state or federal grants
  • ensure programs conform to funding and data tracking, collection and analysis requirements
  • provide clinical quality assurance and manage other matters typically associated with a complex Behavioral Health unit

The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as the need arises.

POSITION REQUIREMENTS

Experience: Three years of increasingly responsible experience in a Mental Health program of which one year was in a supervisory capacity.

AND

Education: A Master's degree from an accredited college or university with a major in Psychology, Social Work or a related field.

BENEFITS/ WHAT'S IN IT FOR YOU?

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2019 calendar year is $1,498.09 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.  

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County. 

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes 12 fixed, paid holidays per year. 

Vacation is accrued at approximately 10 days per year for the first 3 years. 

Sick leave accrues at approximately 12 days per year. 

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

SELECTION PROCESS

9/13/19 – Deadline to submit application and any required documents.

9/23/19 – 5:00pm Deadline to submit supplemental questions if supplemental questions sent.

Week of 9/30/19 – Tentative week for oral board exam for most qualified applicants if no supplemental questions sent.

Week of 10/07/19 – Tentative week for oral board exam for most qualified applicants based on responses to supplemental questions if supplemental questions sent.

SPECIAL REQUIREMENTS

Depending upon assignment, incumbents in this class may be required to possess a valid licensed Marriage Family Therapist (MFT) license as issued by the California Board of Behavioral Science Examiners, a Licensed Clinical Social Worker (LCSW) license or a valid license as a Psychologist issued by the California Board of Psychology.

Employees who were appointed as Mental Health Program Managers prior to January 1, 1979, are exempt from the license provided they remain in this classification in the Solano County Mental Health Division.

Possession of or ability to obtain a valid Class C California driver's license may be required.
