We are currently seeking dedicated staff to join the County as a Deputy Clerk in the Clerk of the Board's Office (Administrative Secretary).

The Clerk of the Board's Office is responsible for preparing and distributing an agenda for each Board meeting, taking the minutes of the meeting, preserving all Board records, and ensuring that an open process is followed and transparent to the public. The Clerk of the Board's Office is also responsible for administration of the Assessment Appeals Board, maintaining a list of Advisory Boards and Committees, is the filing agency for claims and lawsuits against the County; and is the filing agency for State Department of Fish and Game environmental documents.

The Position

The current vacancy is in the Clerk of the Board's Office. As the Deputy Clerk in the Clerk of the Board's Office, you will perform a variety of complex administrative support duties as a primary and continuing part of assigned responsibility. You will prepare and distribute agendas, attend meetings, prepare minutes and related documents, and record all Assessment Appeals Board meetings; and, in the Chief Deputy Clerk's absence, prepare and distribute agendas, publicize and record all actions of the Board of Supervisors meetings, which require the application of specialized knowledge of rules and regulations relating to the Brown Act, Robert's Rules of Order and the Assessment Appeals Board, as well as experience with and knowledge of agenda management and document preparation and processing. You will handle a variety of sensitive and/or complex administrative matters using independent judgment in applying established practices and procedures; perform a wide variety of clerical, secretarial, and word processing duties; type, file, and distribute a variety of docu­ments; respond to requests for information from board members, supervisory staff or public; and perform related duties as required. 

 

The ideal candidate will be well-suited for:

 

  • a fast-paced office based on state mandates and time-sensitive document processing
  • working with paper-less electronic agenda management and document programs, and electronic filing and document processing systems
  • applying the Brown Act and Roberts Rules of Order
  • providing clerk duties for a local government legislative body

The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur throughout the County.

 

POSITION REQUIREMENTS:

 

Education/Training:  

 

High school diploma or GED  

 

AND

 

Experience:

 

Three (3) years of full-time work experience in an administrative capacity supporting a professional or management position, including three (3) months experience working with and supporting a management or professional position that demonstrates possession of and competency in the requisite knowledge and abilities. Experience working with a local government legislative body is preferred.

 

OR

 

Three (3) years of full-time work experience as an Office Assistant III in Solano County.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2018 calendar year is $1,520.73 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security.  

The County observes 12 fixed, paid holidays per year.    

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

 Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Paid Time Off for every full hour worked.

1/15/19 – Tentative date for oral board exam for most qualified applicants

 

The job classification for Deputy Clerk (Administrative Secretary) requires a minimum net typing speed of 50 words per minute (gross typing speed minus errors), Intermediate Word processing skills, and Intermediate Excel skills. By submitting an application for this recruitment, you are verifying that your computer skills meet or exceed the minimum requirements. All applicants invited to proceed in the recruitment will be required to submit verification of their skill level in these areas within five (5) days after receiving notification that they have achieved a passing score on the written exam. Skills Testing

The County is offering Word, Excel and Typing tests at no cost, for applicants who are successful on the written exam tentatively on 1/2/2019. This is the only date available. Instructions on how to request the County-provided skills test will be sent after written exam results are received. If applicants are unable to attend the County skills testing, applicants must still submit a copy of valid certificates within 5 days of receiving notification that they were successful on the written exam.

Certificate Requirements 

A typing certificate must show a net typing speed of fifty (50) words per minute. A word processing certificate and Excel certificate must show proficiency at 70% at an intermediate level. These certificates may not be more than 12 months old at the time of application, must be from an accredited school or a qualified agency, and must contain the examiner’s signature. Certificates obtained through the internet (online) will not be accepted.

Veterans Preference Points

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE.
