The Position

The Mental Health Clinical Supervisor plans, organizes, coordinates, and supervises one or more units or programs that address community support, social rehabilitation, continuing care and/or treatment of mentally, emotionally and behaviorally disturbed, and/or substance abuse clients and their families; ensures that work is performed in a clinically effective and efficient manner; serves as a technical resource to staff, clients, and the community in the absence of management staff.

 

This is licensed, supervisory level classification responsible for compliance with legal and ethical regulations.  All work is performed within the limits of licensing and professional standards and scope of practice, carrying out necessary activities without direction except as unusual circumstances arise.  The Mental Health Clinical Supervisor participates in the development and implementation of programs, services, quality assurance, and performance standards. Depending on assignment, the Mental Health Clinical Supervisor may participate in contract development and/or monitoring. Judgment is required both in interpreting established policies, goals, and objectives, and in applying concepts, plans, and strategies. The Mental Health Clinical Supervisor monitors and reviews work in pro­gress, provid­ing technical assistance and guidance, and ensures that appropriate policies and procedures are followed. The Mental Health Clinical Supervisor assists managers in developing and monitoring the assigned budget. 

 

The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur throughout the County. 

POSITION REQUIREMENTS

 

Education and Experience:

 

At least one year of experience in providing clinical and/or administrative oversight to newly hired and/or lower level staff in a mental health setting.  

 

AND  

 

Two years of experience equivalent to the Mental Health Clinician - Licensed in Solano County OR  Four years of experience following licensure or registration for licensure in a mental health related setting providing direct services to mentally or emotionally disabled persons, including dual diagnosis and addiction issues for those assigned to the substance abuse settings.

 

AND

 

Current licensure by the State of California Board of Behavioral Science Examiners as either a Marriage and Family Therapist (MFT) or Licensed Clinical Social Worker (LCSW), or current licensure by the State of California Board of Psychology as a Psychologist.

 

Note:   Loss of the required State licensure shall result in termination or reassignment, if such a vacancy exists and the incumbent meets the minimum requirements for the vacant position. (Such action will be taken in accordance with Civil Service Commission rules).

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2018 calendar year is $1,520.73 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County. 

Solano County participates in CalPERS retirement and contributes to Social Security.    

The County observes 12 fixed, paid holidays per year.

Vacation is accrued at approximately 10 days per year for the first three years.

Sick leave accrues at approximately 12 days per year.

Employees in these classifications are also eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous Solano County service at 10, 20, 25, 30, and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.

Selection Process

04/30/18 – Deadline to submit application and required documents.

04/30/18 – Tentative week for scoring supplemental questions.

05/10/18 – Tentative date for oral board exam for most qualified applicants.

Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received, the selection process may consist of an initial application screening, a mandatory information meeting, a supplemental questionnaire assessment, a written and/or practical exam, an oral board exam, or any combination listed. Responses to supplemental questions may be used as screening and testing mechanisms and will be used to assess an applicant’s ability to advance in the process; as such, responses to supplemental questions should be treated as test examination responses. A current State of California license (MFT, LCSW, or Psychologist) is required for this position. All candidates must submit proof of their current license issued by the State of California Board of Behavioral Science Examiners license as a Marriage and Family Therapist (MFT) or Clinical Social Worker (LCSW), or current State of California Board of Psychology license as a Psychologist.  Candidates who fail to provide proof of licensure by the final filing date will be disqualified from the recruitment.

  • Independent travel may be required.
  • Driver’s License: Possession of, or ability to obtain, a valid California Class C Driver’s License may be required at the time of appointment.  Loss of the Class C Driver’s License is a cause for discipline.  Individuals who do not meet this driver’s license requirement due to a physical disability will be considered for accommodation on a case-by-case basis.
  • Assignment Requirements: Some positions in these classes may require work in an out-station location or in a setting with other professionals integrated as a team.
  • Psychotherapy: Incumbents provide non-medical psychotherapy to clients in accordance with State law and regulation as individual licensing permits.
  • Background Investigation: Candidates for some positions in this class will be required to pass a background investigation in accordance with applicable law, regulation, and/or policy.
  • Compliance Agreements: Selectees for employment must, as a condition of employment, sign a statement agreeing to comply with mandatory child and elder abuse reporting, drug free workforce, and confidentiality.

Veterans Preference Points

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.  A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE.  Applicants who have a service connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.
