The Position

The Project Manager plays an integral role in supporting the mission of the department by its management responsibility over a variety of administrative and fiscal activities. You will manage an assigned project or projects within your assigned department or division, and will participate in the implementation of goals, objectives, policies and priorities. You will assist in ensuring compliance with laws, regulations and professional standards. This class may be used for complex, sensitive programs that require the interaction with a variety of departments, outside agencies, business groups, and/or community groups.

The current vacancy is in the following Department/Division:

Health and Social Services Department, Behavioral Health Services Division - The Project Manager for Behavioral Health Children’s System of Care focus and goal is to coordinate various local and state wide initiatives including; Continuum of Care Reform, capacity and service utilization for County providers and Community Based Organizations (CBO), and monitor, track, and develop protocols for quality assurance/program integrity standards. The candidate should be detail oriented, organized and have the ability to track and integrate information with regard to system impact and client care. This position would have the support of a clinical team and therefore not require a clinical background but some understanding or familiarity in working with mental health consumers and/or systems that serve children and families involved with mental health or social service programs is highly desirable. Some of the job functions would include analyzing date with the intent to project resource and budgetary impacts and developing recommendations for accomplishing program objectives including time lines, protocols, outcome indicators and performance measures. The ideal candidate should be comfortable interfacing with a variety of systems/agencies including; Behavioral Health, Child Welfare, Probation, Fiscal Quality Improvement and Community Based Organizations, County Counsel.

The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur throughout the County.

POSITION REQUIREMENTS

Experience: Three (3) years of professional level, public or private sector administrative experience involving fiscal, operational, and/or legislative analysis.

Education: Bachelor’s degree is required from an accredited college or university, preferably in Business Administration, Public Administration, Economics, Political Science, or closely related field.  A Master’s degree is desirable.

SPECIAL REQUIREMENTS

Possession of, or ability to obtain, a valid California Class C Driver’s License may be required.

Independent travel may be required to various work sites and client residences.

Candidates for some positions in this class will be required to pass a background investigation in accordance with applicable law, regulation, and/or policy.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2018 calendar year is $1,520.73 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security.

The County observes 12 fixed, paid holidays per year.  

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Effective July 1 of each year, employees are granted 80 hours of Administrative Leave.

Employees in this class are also eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.

Selection Process

04/25/2018 – Deadline to submit application and required documents.

04/30/2018 – Tentative week for scoring supplemental questions.

TBD – Tentative date for oral board exam for most qualified applicants.

Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received, the selection process may consist of an initial application screening, a mandatory information meeting, a supplemental questionnaire assessment, a written and/or practical exam, an oral board exam, or any combination listed. Responses to supplemental questions may be used as screening and testing mechanisms and will be used to assess an applicant’s ability to advance in the process; as such, responses to supplemental questions should be treated as test examination responses. Veterans Preference Points

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.  A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE.  Applicants who have a service connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.
