The mission of the Health & Social Services Department is to promote healthy, safe, and stable lives. The Employment & Eligibility Division of Health & Social Services (E&E) administers various federal, state, and local government program designed to provide health coverage, food, and cash assistance for eligible low income Solano County residents. E&E serves 1 in 4 residents of Solano County with an annual budget of $58.4 million (FY18/19) and employs over 380 staff. E&E is located in three regional offices (Fairfield, Vallejo, Vacaville), and a fourth campus comprised of a telephone service center and a training center (Fairfield).

Division program areas, which include CalWORKs, CalFresh, General Assistance, and Medi-Cal, require fostering engagement and coordination with State and Federal agencies, community-based organizations, other Health & Social Services divisions, the Board of Supervisors, and various County departments.

Division management functions include CalWIN Help Desk, staff development, hiring and training, QA, and contract administration/monitoring. A key focus is on identification and cultivation of public assistance programs that offer innovative, evidence-based and strategic solutions for the future, which requires staying attuned to the evolving nature of program regulations and funding that impact service delivery models and methods. The Division’s management team strives to nurture creativity in the pursuit of other progressive service solutions through a management style of empowerment, accountability, and decision making at all levels of the organization.

The Position

The Employment & Eligibility Administrator is a senior management position and is primarily responsible for planning, organizing, and directing one or more major public Social Services programs through subordinate managers and supervisors, and assists the Deputy Director in division administration.

Examples of duties include but are not limited to:

  • Through subordinate managers, oversees the development and implementation of goals, objectives, policies, and priorities of the division in support of the Deputy Director’s vision
  • Oversees, directs, and reviews division-wide projects, initiatives and/or committees
  • Plans and organizes overall operations of the division
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures across the division, assesses and monitors division-wide workload, administrative and support systems
  • With input from the management team, prepares and justifies budget requests
  • Conducts analysis and recommends allocations of resources across the division
  • Identifies areas for improvement and directs the implementation of change
  • Oversees contract monitoring
  • Responds to escalated issues and concerns
  • May represent the Deputy Director at meetings with labor representatives, community organizations, other county departments, members of the public, and other similar forums as needed or delegated by the Deputy Director

The ideal candidate will be experienced, passionate about the social services mission, results driven, with a can-do attitude:

  • Experienced in managing and administering the delivery of quality Employment & Eligibility programs in a government environment including experience with navigating civil service rules and labor relations;
  • Passionate about maximizing limited resources for the greatest positive impact on the vulnerable populations served by Health & Social Services;
  • Results-driven self-starter with a demonstrated history of initiative, dependability, setting goals, and consistent follow through on them;
  • Can-do attitude, a team player who is engaged and actively seeking to help maintain and build a positive work environment.

    POSITION REQUIREMENTS

    Experience: Five (5) years of progressively responsible experience in the delivery of community Social Services, or closely related experience, that includes at least two (2) years of direct program management and supervision of professional staff coupled with experience in public administration including budget preparation, contract administration, project management and program planning and evaluation;

    AND

    Education: A Bachelor's degree is required from an accredited college or university preferably with a major in Social Work, Business or Public Administration or a related field. A Master's degree in Social Work, Business or Public Administration or a closely related field is preferred.

    BENEFITS

    n Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2018 calendar year is $1,520.73 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

    n Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

    n Solano County participates in CalPERS retirement and contributes to Social Security.

    n Vacation is accrued at approximately 15 days per year for the first 10 years. Sick leave accrues at approximately 12 days per year. Effective July 1 of each year, 80 hours of administrative leave is granted.

      

    n Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30, and 35 years. Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.

    10/01/18 – Deadline to submit application.

    Week of 10/15/18 – Tentative date for oral board exam for most qualified applicants.

    Possession of or ability to obtain a valid Class C California driver's license may be required.
