THE POSITION

The place where technology and property taxes meet!

 

The Solano County Department of Information Technology (IT) invites you to apply for the position of Information Technology Analyst I-IV. The Department currently seeks to fill two limited-term positions in the property tax application, development, and support group. Based on qualifications, these positions may be filled at any level.


This challenging position works as part of a team tasked with the replacement of the Solano County Integrated Property System (S.C.I.P.S.), an internally developed COBOL and .NET application used in the assessment of property values, property tax billing and collection, and revenue distribution throughout the County of Solano. In this position, you will have the opportunity to collaborate on database and process mapping, process documentation, program code maintenance, and application testing.

 

 

 

 The ideal candidate will possess the following:

  • Knowledge of various programming and database technologies.
  • Ability to maintain VB.NET and COBOL applications, SQL, JCL and UNIX Scripting.
  • Knowledge of automated testing methodologies.
  • Experience in legacy systems migration.
  • Ability to analyze department business system needs, and provide solutions to meet. those needs through integration of existing technologies or customized solutions.
  • Ability to document customer requirements and develop design specifications.
  • Ability to prepare customer instructional material and training for new or modified system functionality.

POSITION REQUIREMENTS

Information Technology Analyst I ($5,455.12 - $6,630.73/month) 

EDUCATION:  Equivalent to an Associate’s degree, preferably in information technology. 

EXPERIENCE:  Depending upon assignment: One year of software development experience which includes problem and functional analysis of computer software applications. OR, one year of experience in systems infrastructure support administering servers, storage, networks, security, databases, or desktops. 

Note: Additional experience may substitute on a year for year basis for the educational requirement.

 

Information Technology Analyst II ($6,314.97 - $7,675.89/month)

EDUCATION:  Equivalent to an Associate’s degree, preferably in information technology. 

EXPERIENCE:  Depending upon assignment: Two (2) years of software development and design experience which includes some system analysis. OR, two (2) years of experience in systems infrastructure support administering servers, storage, networks, security, databases, or desktops.

Note: Additional experience may substitute on a year for year basis for the educational requirement.

 

Information Technology Analyst III ($7,310.38 - $8,885.81/month)

EDUCATION:  Equivalent to an Associate’s degree, preferably in information technology or a closely related field. 

Note: A Bachelor’s degree from an accredited college or university, preferably in information technology, management information systems may be substituted for two years of experience.

EXPERIENCE:  Depending upon assignment:  Four (4) years of experience performing progressively responsible software development, or infrastructure management duties and functions.

Note: Additional experience may substitute on a year for year basis for the educational requirement.

 

Information Technology Analyst IV ($8,059.69 - $9,796.61/month)

EDUCATION:  Equivalent to an Associate’s degree, preferably in information technology or closely related field. 

EXPERIENCE:  Depending upon assignment: Five (5) years of experience performing progressively responsible software development, or infrastructure management duties and functions

Note: A Bachelor’s degree from an accredited college or university, preferably in information technology, management information systems may be substituted for two years of experience.

Note: Additional experience may substitute on a year for year basis for the educational requirement.

  

LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS:

Applicants may be required to possess a valid California Driver’s License, Class C.

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2019 calendar year is $1,498.09 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security.  

The County observes 12 fixed, paid holidays per year.    

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Paid Time Off for every full hour worked.
