WHY WE EXIST 

The Auditor-Controller's Office exercises general supervision of the financial information and accounts of all departments, districts and agencies under the control of the Board of Supervisors; establishes accounting policies; interacts with other County management in identifying countywide opportunities that affect fiscal and administrative policies; and manages the countywide accounting system.

The mission of the Auditor's Controller's Office is to provide financial information, services, advice, and assistance to the Board of Supervisors, CAO, County Departments, other agencies, and the public ensuring fiscal accountability to Solano County.   

The Internal Audit Division within the Auditor-Controller's Office performs independent reviews and evaluations of all significant activities within the County in order to establish that (1) the financial results of these activities are fairly stated and (2) these activities are executed in accordance with prescribed policies, procedures, laws, and regulations. 

 

The General Accounting/Financial Reporting Division is responsible for maintaining the County's general ledger and reporting in accordance with generally accepted accounting principles, fixed asset accounting, countywide payroll and benefits processing, and supporting three major accounting and payroll systems (OneSolution, PeopleSoft, and IntelliTime VTI).

THE POSITION

Solano County is looking for an energetic person to lead a team of professional staff.  The Auditor-Controller’s Office has an opening for a Deputy Auditor-Controller who will manage and supervise a reorganized Payroll and Systems Division.  This unit is responsible for countywide payroll and benefits processing, management of payroll processes in an integrated Payroll/Human Resources system, management of an electronic timekeeping system, and accounting systems support.   

The ideal candidate will have management or supervisory skills, knowledge and experience with payroll taxes and laws, and bargaining agreements in the public sector, as well as automation project experience using complex, enterprise resource planning (ERP) systems.  A CPA is highly desirable.  

 

POSITION REQUIREMENTS

Education: Bachelor’s degree is required from an accredited college or university with a major in Business Administration, Finance, Economics, Public Administration, Accounting, or a closely related field.

AND

Experience: Three (3) years of professional accounting and auditing experience that includes supervisory experience.

LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS:

The possession of or the ability to obtain a valid Class C California driver’s license is required. 

The possession of a Certified Public Accountant Certificate is desired.

WHAT'S IN IT FOR YOU

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2019 calendar year is $1,498.09 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security.

The County observes 12 fixed, paid holidays per year.

Vacation is accrued at approximately 15 days per year for the first 10 years. Sick leave accrues at approximately 12 days per year. Effective July 1 of each year, 80 hours of administrative leave/attorney time off is granted.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30, & 35 years.  Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.
