The Family Health Services and the Public Health Divisions of the Health and Social Services Department are currently recruiting for a Health Services Manager. 

  

The mission of Family Health Services (FHS) is to provide superior, comprehensive, primary medical and dental care in order to improve the health and quality of life of Solano County residents. We have a special commitment to the uninsured, low-income, and medically underserved. As a Federally Qualified Health Center (FQHC), we are a safety net provider. To support our mission, FHS offers four conveniently located clinics in Fairfield, Vacaville, and Vallejo and mobile medical and dental vans in which we provide primary care and dental services. The outpatient primary care clinics see patients five days a week, with some weekend and evening hours offered.

    The Position

    The Health Services Manager organizes, directs and supervises the activities of one or more health clinic(s) or public health program(s) to serve a population group within the County; assists in the development, implementation and evaluation of policies and procedures related to clinic operations and/or program activities; provides staff support to higher level management within the assigned division; and serves as a member of the department's management/supervisory team.  

    This class is characterized by the responsibility for the ongoing management responsibility over one or more health clinic(s) or public health program(s).

    The eligible list established from this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur or the need arises.

    POSITION REQUIREMENTS:

    Experience:

    Three years of increasingly responsible experience in a public health program of which one year was in a supervisory capacity; AND

    Education/Training:

    A Bachelor's degree is required from an accredited college or university preferably with a major in public administration, health services administration, nursing or a related field.

    Depending on assignment, incumbents in this class may be required to possess a valid Registered Nursing License issued by the California State Board of Registered Nursing or a certificate in Public Health Nursing  or registration as an Occupational Therapist with the American Occupational Therapy Association or a Master's Degree in Public Health.

    Possession of or ability to obtain a valid Class C California driver's license may be required.

    BENEFITS

    Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2018 calendar year is $1,520.73 per month and for the 2019 calendar year is $1,498.09 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage. 

    Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.    

    Solano County participates in CalPERS retirement and contributes to Social Security.    

    The County observes 12 fixed, paid holidays per year.

    Vacation is accrued at approximately 10 days per year for the first 3 years. 

    Sick leave accrues at approximately 12 days per year.  

    Effective July 1 of each year, 80 hours of administrative leave time off is granted.

    Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

    Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment.  All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.

    01/14/2019 – Deadline to submit application and required documents.

    01/23/2019 – Tentative week for scoring supplemental questions.

    01/28/2019 – Tentative date for oral board exam for most qualified applicants.

    Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received, the selection process may consist of an initial application screening, a mandatory information meeting, a supplemental questionnaire assessment, a written and/or practical exam, an oral board exam, or any combination listed.     Special Requirements

    • Background Checks: The County may conduct a background check and a reference check on candidates prior to appointment to a position within this class.     Veterans Preference Points

    To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE. Applicants who have a service connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.
