DEFINITION

Under administrative direction, plans, organizes and directs departmental operations targeted to meet benefit counseling and claims processing assistance needs of and other services for County veterans and their dependents; serves as a member of the County’s Management Team.

THE POSITION

The Director of Veteran Services will serve as the Solano County’s Veterans’ Services Officer. This position will manage and supervise multiple staff and functions for the Veterans’ Services Office and will be responsible for administrative, coordination, supervisory, planning and public relations functions of the Veterans Service Office. The incumbent is expected to interpret regulations and procedures; advise and assist benefits claimants; provide technical advice and assistance to program staff on complex or unusual case issues; and provide expert and knowledgeable assistance on matters concerning veterans’ benefits and programs to legislative and other deliberative bodies. Work is performed under the direction of the County Administrator and involves the exercise of considerable independent judgment and discretion in the administration and operation of the Veterans Service Office.

This position is an “at will” position and serves at the pleasure of the appointing authority.

The incumbent is this position must be a Veterans as defined in the California Military and Veterans Code.

 

Examples of Duties

Plans organized and direct the operations of the Veterans’ Services Office; prepares and submit budget request; monitors departmental expenditures; develops operational procedures; formulates policies on matters relating to goals, organization, programs, services, personnel and public relations of the Veterans’ Service Office.

 

 

Maintains liaison with representative of the US Department of Veterans Affairs, the California Department of Veterans’ Affairs, veteran’s organizations, military installations in the area and interested community groups; facilitates coordination of inter-agency activities; makes presentations to community groups.

 

 

Counsels veterans and their dependents concerning entitlements to benefits under federal, state, and local provisions, prepares and processes claims and appeals; may represent clients before appeals boards; maintains current on laws, regulations and issues related to the work of the department.

 

 

Prepares or directs the preparation of the statistical and informational reports regarding departmental operations services, ensures the dissemination of information concerning veteran’s affairs published by other agencies and organizations.

 

 

Coordinates interdepartmental activities; ensures proper maintenance and security of departmental facilities and inventory; serves as a member of County management committees as assigned; may be assigned additional administrative and/or managerial duties.

 

 

Supervises a small technical /clerical staff.

 

 

Serves on the County executive management team

 

Serves as the County Veteran Service Officer

 

 

Performs other duties of a similar nature and level as assigned.

Knowledge, Skills & Abilities

Through knowledge of Federal, state and local laws and regulations relating to veterans benefits programs; knowledge of counseling techniques; ability to analyze and evaluate problems of individual veterans and adopt an effective course of action. 

 

Considerable knowledge principles of public administration; knowledge of management and budgetary procedures; ability to effectively plan and supervise the work of others; ability to prepare and submit budget request and monitor departmental expenditures.

 

Working knowledge of program auditing and reporting practices

 

 

Ability to plan, organize and direct veterans’ services operations; read, apply and interpret governmental regulations; apply effective interviews, counseling and public information/speaking techniques; supervise others engaged in the provision of benefit counseling services to veterans and their dependents; formulate policy; project future and identify current needs for client populations; develop and attain program objectives; persuade others; communicate with people of diverse, soci-economic levels and temperaments; calm the distressed and comfort the bereaved; make in-home, in –hospital visits; prepare and present oral and written reports; prepare an annual budget; monitor expenditures; develop and maintain cooperative working relationships

Education and Experience

A Bachelor’s Degree in public or business administration, sociology, economics, administrative law, psychology or closely related is highly desirable.

AND 

Five (5) years of experience in an agency or program administering or providing assistance or advocacy in pursuit of veteran’s benefits at the federal, state, or local level, which must include management experience in budget development and financial/budget analysis.

 

LICENSING/CERTIFICATION REQ

Accreditation from California Department of Veterans Affairs is required or must be able to obtained within sixty (60) days of employment. 

 

SPECIAL REQUIREMENTS

In accordance with Section 970 of the California Military and Veterans code, the incumbent of this position must be a veteran.

 

Possession of a valid California Class C driver's license may be required.
