Introduction

This examination is being given to fill one part time vacancy in the Mary Graham Children's Shelter within the Human Services Agency and to establish a referral pool to fill future vacancies. The Mary Graham Children's Shelter is an Emergency Temporary Facility for children age newborn up to eighteen years of age who are moved from their homes through no fault of their own. On an annual basis, Magry Graham provides care and support services to about 1000 children. The Shelter provides a variety of support services through a variety of collaborative partners to try and help each child have their individual needs address. These support services can include medical/dental services, educational support, behavioral support, and transitional support for children under eighteen years old. *Effective July 3, 2023, members in the SEIU bargaining unit will receive a 5% Cost of Living Adjustment.

*Effective October 24, 2022, staff who are assigned to the Mary Graham Children's Shelter will receive a 5% pay supplement in addition to their base salary. 

Pre-Employment Drug Screening and Background: Potential new hires into this classification are required to successfully pass a pre-employment drug screen, a DOJ Live Scan, and a background investigation as a condition of employment. Final appointment cannot be made unless the eligible has passed the drug screen, the DOJ Live Scan, and successfully complete the background process. The County pays for the initial drug screen.

TYPICAL DUTIES

Plans, develops, implements, and supervises a variety of year-round recreation programs and activities for youth, adults and seniors; and conducts needs assessments as needed.

Collaborates and coordinates recreation activities with other community-based organizations, such as cities within the county, YMCA, Boys and Girls Club, and local schools. 

Secures facilities, equipment, supplies, and transportation for recreation programs. 

Organizes leagues for basketball, flag football, softball, soccer, volleyball, swimming, jogging/walking, dancing, exercise and other types of recreation. 

Recruits recreation participants and volunteer officials for recreation activities; provides education and enforcement of adopted rules of play for recreation activities. 

Acts as liaison between the Aging and Community Services Division and the general public regarding the community recreation and education programs. 

Maintains program records and reports; analyzes program services in relations to community needs.

MINIMUM QUALIFICATIONS

License: Possession of a valid California Class C Driver's license.

 AND

Education: Graduation from an accredited four-year college or university.

 OR 
Experience: Four years of progressively responsible experience in a recreation or social service delivery program. 

Substitution: Education may be substituted for the required general qualifying experience on a year for year basis up to four years.

KNOWLEDGE

Principles or recreation management and leadership; rules and equipment used in recreation programs and activities; safety practices and procedures; basic first aid; public relations techniques; record keeping; language mechanics and report writing; community resources; principles of human behavior. 

ABILITY

Develop, plan, organize and implement recreation programs; and/or social service delivery programs; recruit and train volunteers; ensure safety and security of participants and equipment; maintain records and reports; deal tactfully with others; establish and maintain effective working relationships with the public and others; make appropriate decisions; deal effectively in a multicultural working environment. understand, and apply written regulations and instructions; ability to write concise correspondence and reports.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequently driving and sitting for extended period; occasional operation of keyboards, standing for long periods, walking, climbing stairs, pushing/pulling, bending/squatting, climbing stairs or other objects and running; Lifting-Frequently 5 pounds or less; occasionally 5-70 pounds; Vision-Good overall vision and color perception; occasional reading and close-up work, hand and eye coordination, depth perception and field of vision/peripheral; Dexterity-Normal dexterity with frequent holding; occasional writing, grasping, reaching and repetitive motion; Hearing/Talking-Frequent hearing/talking on the telephone/radio and in person; occasional public address speaking and hearing faint sounds; Emotional/Psychological-Constant public contact and decision making; frequent concentration; occasional time spent working alone, weekends and overtime; Special Conditions-May be exposed to dust and varied outdoor conditions; Additional Requirements-Occasional ability to kick soccer balls and footballs; and throwing baseballs and basketballs.

Selection Procedures

Applicants for part-time and temporary recruitments who meet the minimum qualifications are either referred to the hiring department for further selection or they may be required to take a written examination.  If a written examination is given, the top candidates may be referred to the hiring department for further selection.

Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grandparent, grandchild or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when:

  • They are related to the Appointing Authority, or

  • The employment would result in one of them supervising the work of the other

Department Heads may establish additional limitations on the hiring of relatives by departmental rule.
