Introduction

This examination is being given to fill a part-time position in the Employment & Economic Development Department. TYPICAL DUTIES

  • Interviews loan applicants to determine program eligibility of loan request under Economic Development Agency and Revolving Loan Fund criteria.
  • Collects and analyzes financial statements, tax returns, credit reports and other pertinent data to determine credit worthiness and level of credit risk associated with specific loan request.
  • Prepares loan analysis and makes funding recommendation to the Revolving Loan Fund Board for funding consideration; creates commercial loan documents and coordinates loan closings with borrowers and legal counsel when necessary.
  • Collects and analyzes real and personal property appraisals and other data and documentation to determine the value, condition, and acceptability of proposed collateral; may inspect real property to assess level of collateral risk.
  • Services and monitors loan repayment activities of Revolving Loan Fund recipients and keeps loan documentation current.
  • Contacts prospective loan applicants and explains the requirements for obtaining financing through San Joaquin County.
  • Assists in coordinating activities with legal counsel regarding collection, foreclosure, and/or liquidation activities.
  • Balances financial data and prepares loan status reports for the Executive Director, EEDD Economic Development Director, Business Loan Manager, Revolving Loan Fund Board, Board of Supervisors, Economic Development Administration and others as required.
  • Makes presentations on financing to the business community and others involved in economic development; assists in the development and execution of a strategic marketing plan for the financing programs of the department.
  • MINIMUM QUALIFICATIONS

    Note:  Supplemental application must be submitted with employment application.

    Education: Graduation from an accredited four-year college or university with a major in business administration, public administration, economics, or closely related field.

    Experience: Two years of experience in commercial banking, economic development or business loan administration, which includes underwriting and structuring loans to small and mid-sized businesses.

    Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis.

    Certification: Economic Development Finance Professional Certification is desirable.

    License: Possession of a valid California driver's license.

    KNOWLEDGE

    Principles and practices of lending to small and mid-sized businesses; financial statement analysis; general accounting principles; presentation techniques; data analysis and report writing techniques; basic computer and modern office automation technology, including pertinent software. 

    ABILITY

    Analyze financial statements; prepare complete written loan analysis; communicate effectively, both orally and in writing; interpret and apply pertinent rules, regulations and procedures; operate computers and related software; establish and maintain effective working relationships, internal and external to the County.

    PHYSICAL/MENTAL REQUIREMENTS

    Mobility-Frequent operation of data entry device; driving; constant sitting for extended periods; occasional standing for long periods; walking and climbing stairs; Lifting-Occasionally lift 30 pounds or less; Vision-Constant reading and close-up work and good overall vision; frequent eye/hand coordination; occasional color/depth perception and peripheral vision; Dexterity-Frequent holding, grasping and writing; occasional reaching and repetitive motion;; Hearing/Talking-Constant hearing normal speech, talking in person and on the telephone; occasional hearing faint sounds; Emotional/Psychological-Frequent public contact, decision making and concentration; frequent working alone; Special Requirements-May occasionally work weekends/nights; may be required to travel; Environmental-Occasional exposure to noise.

    Selection Procedures

    Applicants for part-time and temporary recruitments who meet the minimum qualifications are either referred to the hiring department for further selection or they may be required to take a written examination.  If a written examination is given, the top candidates may be referred to the hiring department for further selection.

    Physical Exam:  Some classifications require physical examinations.  Final appointment cannot be made until the eligible has passed the physical examination.  The County pays for physical examinations administered in its medical facilities.

    Pre-employment Drug Screening Exam:  Some classifications require a new employee successfully pass a pre-employment drug screen as a condition of employment.  Final appointment cannot be made until the eligible has passed the drug screen.  The County pays for the initial drug screen.

    Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grandparent, grandchild or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when:

    • They are related to the Appointing Authority, or

    • The employment would result in one of them supervising the work of the other

    Department Heads may establish additional limitations on the hiring of relatives by departmental rule.

    Proof of Eligibility:  If you are offered a job, you will be required to provide proof of U.S. citizenship or other documents that establish your eligibility to be employed in the U.S.
