Introduction

This examination is being given to fill several temporary vacancies in the Registrar of Voters Office. 

Elections are run by the people and for the people.  The San Joaquin County Registrar of Voters Office is looking for enthusiastic, detail-oriented people to join our staff to assist us with candidate services, official ballots, voter information materials, proofreading, precinct operations, poll workers, voter registration, vote-by-mail, ballot counting and reconciliation and/or voting systems support.

The Registrar of Voters Office conducts fair, accurate, secure and transparent elections and serves all of our "customers" (voters, candidates, campaigns, interested observers, community groups, etc.) with the highest level of integrity and efficiency.

TYPICAL DUTIES

  • Learns to process voter registration documents, absentee voter applications and ballots and other election-related documents; to verify signatures on candidate nomination petitions; to maintain and update voter registration files; and to ensure compliance to all regulatory requirements.
  • Learns to interpret and apply provisions of registration and election laws, regulations and related codes relevant to the assignment; assists with the coding, filing and retrieving of documents and records using standard alphabetical, numerical, coded and computerized filing systems; learns to examine documents, records and forms for accuracy and compliance to election laws and regulations.
  • Assists the public; responds to routine questions from candidates, representatives of candidates, office holders, voters, and the general public regarding the elections process.
  • Performs data entry required for voter information, affidavit tracking, absentee voting, and other election related information; assists with the processing of a variety of mail, including absentee ballot applications, new registrant information, and other election related mail; issues receipts for ballots and supplies.
  • Prepares a variety of routine reports, forms, and other written communication.
  • Operates a variety of modern office machines, voting machines and computers.
  • Computes and collects fees; issues receipts; sells maps and voter indices; accepts filing fees.
  • May assist with the recruitment and training of temporary election workers; learns to recruit polling places and to evaluate sites for accessibility in compliance with state and federal guidelines.
  • MINIMUM QUALIFICATIONS

    Experience: One year of general clerical or office technical work, which included substantial public contact.

     

    Substitutions: a) One year of business training in an approved vocational training program may substitute for the above-required experience; OR b) Completion of 30 semester/45 quarter units at an accredited college or university may substitute for the above-required experience. 

    AND

    License: Possession of a valid California driver’s license.           

    Special Requirement: Most positions require the ability to use computers and/or word processing equipment.  If required by the nature of the position, demonstrated general or software-specific computer proficiency may be required prior to appointment.

    KNOWLEDGE

    General office practices and procedures; basic provisions of various federal, state and local laws, rules, regulations and ordinances related to the election process; basic computer and modern office automation technology and computer software programs relevant to department operations; basic filing and recordkeeping systems; standard correspondence and report format; language mechanics; public relation techniques; basic arithmetical operations related to clerical processes.

    ABILITY

    Learn Registration-Elections terminology and laws; read, understand and apply written regulations and other job related materials; write clearly and legibly; perform basic arithmetical operations; match names and numbers; utilize standard office procedures; operate computers and related software; establish and maintain effective working relationships with employees and the general public; communicate effectively, both orally and in writing; operate a variety of specialized office machines such as ballot card reader and microfiche reader.

    PHYSICAL/MENTAL REQUIREMENTS

    Mobility-Frequent operation of a data entry device, repetitive motion, sitting for long periods, walking; occasional standing, pushing, pulling, bending, squatting, climbing, driving; Lifting-Frequently 5 pounds or less; occasionally 5 to 30 pounds; Visual-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological-Occasional decision making, concentration, and public contact; Special Requirements-Some assignments may require working weekends, nights, and/or occasional overtime; Environmental-Occasional exposure to varied weather conditions.

    Selection Procedures

    Applicants for part-time and temporary recruitments who meet the minimum qualifications are either referred to the hiring department for further selection or they may be required to take a written examination.  If a written examination is given, the top candidates may be referred to the hiring department for further selection.

    Testing Accommodation:  Candidates who require testing accommodation under the Americans with Disabilities Act (ADA) must call Human Resources Division at (209) 468-3370 prior to the examination date. 

    Physical Exam:  Some classifications require physical examinations.  Final appointment cannot be made until the eligible has passed the physical examination.  The County pays for physical examinations administered in its medical facilities.

    Pre-employment Drug Screening Exam:  Some classifications require a new employee successfully pass a pre-employment drug screen as a condition of employment.  Final appointment cannot be made until the eligible has passed the drug screen.  The County pays for the initial drug screen.

     

    Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grandparent, grandchild or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when:

    • They are related to the Appointing Authority, or

    • The employment would result in one of them supervising the work of the other

    Department Heads may establish additional limitations on the hiring of relatives by departmental rule.

    Proof of Eligibility:  If you are offered a job, you will be required to provide proof of U.S. citizenship or other documents that establish your eligibility to be employed in the U.S.
