This examination is being given to fill one part time vacancy in the Human Services Agency and to establish a referral list to fill future part time vacancies. ABOUT THE DEPARTMENT:
The Human Services Agency (HSA) provides State and federally-mandated public assistance and a variety of social service programs for the citizens of San Joaquin County. Programs include: California Work Opportunity and Responsibility to Kids (CalWORKs), Foster Care, CalFresh, General Assistance, Medi-Cal, Adoptions, Child Protective Services, Adult Protective Services, In-Home Supportive Services (IHSS), Refugee Assistance, and the Mary Graham Children’s Shelter.

License: Possession of a valid California Driver’s License.
Experience: Graduation from an accredited four year college or university with major coursework in social, behavioral or health sciences; public or business administration; or a related field.
Education: Completion of 60 semester units at an accredited college or university with major coursework in psychology, sociology, counseling, business administration, public administration, education or a related field.
Experience: One year of responsible work directly performing/providing social services, public education/outreach, public assistance eligibility, vocational guidance, or similar services.
Substitution: Additional-qualifying experience may substitute for the education on a year-for-year basis.

General goals and purposes of public social service agencies; basic principles and methods of public administration; interviewing and social assessment techniques; basic concepts of human behavior, specifically as it relates to the elderly and disabled; principles and practices of public relations; basic mathematics, reporting and record-keeping techniques; basic language mechanics; general office procedures including computer operation; community resources and programs which can assist elderly and disabled people.
Understand and interpret complex social service program rules and regulations; elicit factual information from individuals in difficult circumstances of deprivation or emotional disturbance; assess overall needs and determine referral options; accurately gather, record and evaluate data; prepare a variety of informational materials, reports, forms, plans and agreements; work cooperatively with others; communicate effectively with persons from diverse social and cultural backgrounds.
Mobility-Frequent operation of keyboards; sitting for extended periods; frequently stand and walk; occasional driving may be required; Lifting-Frequently 5 pounds or less; Vision-Normal overall vision; frequent reading and close-up work; normal hand-eye coordination; Dexterity-Normal dexterity with frequent writing and repetitive motion; Hearing/Talking-Frequent hearing and talking on the telephone and in person; Emotional/Psychological-Occasional exposure to grief; frequent public contact and decision making; frequent concentration required; Special Conditions-May require occasional overtime, weekend or evening work.

Parking Supplemental Downtown Stockton: The County contributes up to $17 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
Part-Time Employee Benefits: Part-time employees who meet the appropriate eligibility criteria may receive health insurance benefits and step increases.

Physical Exam: Some classifications require physical examinations. Final appointment cannot be made until the eligible has passed the physical examination. The County pays for physical examinations administered in its medical facilities.
Pre-employment Drug Screening Exam: Some classifications require a new employee successfully pass a pre-employment drug screen as a condition of employment. Final appointment cannot be made until the eligible has passed the drug screen. The County pays for the initial drug screen.
Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grandparent, grandchild or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when:
They are related to the Appointing Authority, or
The employment would result in one of them supervising the work of the other
Department Heads may establish additional limitations on the hiring of relatives by departmental rule.
